Summary of the contracting process

The Health and Safety Executive is buying technical adviser services for its Buxton site, supporting the Estates Team in delivering revenue and capital improvement works. The adviser will also provide specialist advice to the Science Engineering Analysis Division where projects fall within the Construction (Design and Management) Regulations. The arrangement may additionally support HSE’s property portfolio across the United Kingdom. The procurement is for services covering building construction, building installation repair and maintenance, and civil engineering consultancy. HSE is the buying organisation and the work is centred on Buxton, with potential nationwide application across its property estate. The requirement is structured as a single service lot and is identified as suitable for small and medium-sized enterprises.

The procurement has reached tender: HSE invited offers through an open procedure. Questions had to be submitted by 21 August 2026 at 13:00, and tenders had to be submitted by 7 September 2026 at 15:00. HSE expected to complete evaluation and award by 15 September 2026. The contract period is 1 October 2026 to 30 September 2029, with renewal options extending it to 30 September 2031 on a two-year 1+1 basis. The published estimated value is £1,000,000 excluding VAT and £15,000,000 including VAT. Evaluation is based on cost at 45%, quality at 45% and social value at 10%. Responses and clarifications were to be submitted electronically through HSE’s In-Tend supplier portal, with English as the submission language.

This opportunity suits technical advisory, construction consultancy, civil engineering consultancy and building services specialists able to support a public-sector estates programme. Relevant suppliers will need to advise on both revenue-funded and capital improvement works, understand building construction and installation maintenance, and provide specialist input where Science Engineering Analysis Division projects fall within the Construction (Design and Management) Regulations. Experience of advising estates teams and working across a varied property portfolio would be useful, particularly for suppliers able to support requirements beyond the Buxton site. The requirement is explicitly suitable for small and medium-sized enterprises, so smaller consultancies with the necessary technical expertise, delivery capacity and experience can compete alongside larger firms. Social value performance forms part of the evaluation.
