Summary of the contracting process

The Defence Science and Technology Laboratory (Dstl) is procuring health and safety training services, including training for forklift and similar licences. The service is intended to cover the organisation’s full range of health and safety training requirements, with management of training records, certifications, licence renewals and expiry notifications. Delivery is required at Dstl locations including Porton Down and Portsdown West, with off-site or virtual training where needed. Strong bidders will be able to provide or manage qualified, accredited trainers and maintain a compliant supply chain, including subcontractors, with suitable regulatory, security and cyber security controls. The requirement calls for robust scheduling, booking, account management, stakeholder communication and rapid responses to short-notice requests. Suppliers should be able to maintain accurate attendance, certification and licence records, monitor renewals, provide compliance reporting and oversee provider performance. Evidence of trainer competence, continuing professional development, relevant accreditations, quality assurance, learner feedback, corrective action and continuous improvement will be important.

Dstl are seeking expression of interest to facilitate a contract for providing training for licencing on forklifts etc. We would also need suppliers to hold a list of training and send out renewals. This expression of interest will expire 20/08/2026
