Summary of the contracting process

Plymouth City Council intends to procure homecare services in Plymouth through a light-touch homecare framework. The planned scope covers core community homecare; dementia and mental health support; rapid response and hospital discharge; complex care and treatment of disease, disorder or injury; a Carers Emergency Response Service; and core community homecare in the south-east and rural sector. The work is classified as social work and related services. Delivery is planned across Plymouth, including the south-east and rural sector. The framework is intended to support people requiring homecare in the community, specialist care, emergency carer responses, hospital discharge support and complex treatment-related care.

This procurement is at the planning and market-engagement stage; it is an intention to procure and is not an invitation to tender. The council proposes an open homecare framework divided into six service areas. The planned contract start is 1 April 2027, initially running for three years to 31 March 2030, with two possible three-year extensions to a maximum end date of 31 March 2036. The stated estimated value is £201,686,778, based on 2025/26 information. Market engagement comprises events on 14 August, 21 August and 26 August 2026, with feedback requested by 27 August 2026. The first two events are in Plymouth and the third is virtual; attendance is limited to two people per organisation.

The planned framework is likely to suit established homecare providers and organisations able to deliver community-based care across Plymouth, including small and medium-sized enterprises and voluntary, community or social enterprises. Relevant capabilities include routine homecare, dementia and mental health support, rapid response, hospital discharge, complex care, treatment-related support and emergency responses for carers. Suppliers may be well placed if they can operate across the proposed service areas or focus on a specialist area, including the south-east and rural sector. Organisations considering participation should prepare to contribute to the council’s service design and commercial discussions, and assess which of the six proposed service areas match their operational experience and delivery capacity.
