Summary of the contracting process

Welsh Government is procuring personal development training services across Wales to develop, improve and maintain staff skills, knowledge and experience. The programme is intended to ensure staff have the capability and expertise to deliver current and future policies, services and commitments, as well as their statutory duties as an employer. Suppliers can bid for eight subject areas: Performance and Development; Wellbeing and Productivity; Decision Making and Accountability; Managing and Leading Change and Systems; Innovation and Creativity; Foundations of Leadership; People Leadership, Communication and Influence; and Personal Effectiveness. The work is therefore suited to providers delivering structured learning and development for line management, leadership, personal effectiveness, workplace wellbeing, productivity, innovation, change management and related professional skills across the Welsh Government workforce in Wales.

The procurement has reached tender: Welsh Government invited offers through an open competitive flexible procedure. The process has four stages: a qualification questionnaire, a technical response, a lot-specific commercial response and, for bidders progressing further, a supplier demonstration scenario and questions. Enquiries closed on 28 August 2026 at 14:00, and offers were due by 8 September 2026 at 14:00. The estimated total value is £788,000 excluding VAT (£945,600 including VAT). Lot values excluding VAT are £120,000 for Performance and Development; £72,000 each for Wellbeing and Productivity, Decision Making and Accountability, and Innovation and Creativity; £92,000 for Managing and Leading Change and Systems; £90,000 each for Foundations of Leadership and People Leadership, Communication and Influence; and £180,000 for Personal Effectiveness. Contracts are planned from 4 November 2026 to 3 November 2028, with two one-year renewal options, potentially ending 3 November 2030. Technical quality carries 80% and cost 20%; an award decision was due by 30 October 2026.

This opportunity suits established learning and development providers, leadership academies, management training consultancies and specialists in workplace wellbeing, personal effectiveness, innovation, organisational change or communication. Providers should be able to design and deliver relevant training for government staff, demonstrate subject-matter expertise across one or more of the eight disciplines, and translate that expertise into clear technical responses and practical delivery approaches. The staged process favours suppliers able to complete qualification requirements, develop detailed technical proposals, provide separate commercial responses for each chosen lot and perform convincingly in a demonstration scenario. The opportunity is expressly suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Bids may be submitted in English or Welsh, making bilingual delivery capability particularly relevant to suppliers serving the Welsh public sector.
