Bromford Flagship LiveWest (BFL) intends to procure a single, modern Learning Management System (LMS) to provide a unified learning and compliance platform across the organisation. The proposed solution will replace existing learning platforms and support the delivery, management and reporting of learning across the organisation. The LMS will serve a workforce of more than 6,000 colleagues across a geographically dispersed operating area, supporting a wide range of roles including housing, property maintenance, customer services, corporate services, leadership and specialist functions. BFL requires a scalable, cloud-based solution capable of managing mandatory, role-specific, compliance, onboarding and professional development learning through a single platform. The system must support both internal colleagues and external users, including contractors, suppliers and customers. The proposed contract is anticipated to be for an initial term of 3 years, with the option to extend for up to a further 2 years. The contract value stated within this notice is an estimate based on current expenditure over the initial 3 year contract term (better estimate will be available after the Premiliminary Market Engagement activity we are currently running - Notice identifier: 2026/S 000-075172). BFL currently anticipates commencing the procurement process in second half of September 2026. BFL reserves the right not to use the reduced timeline for this procurement. SCOPE The solution must support: • More than 6,000 internal users. • Multiple organisational structures, business areas and geographical regions. • Role-based and responsibility-based learning assignment. • E-learning, classroom, virtual and blended learning delivery. • Internal and external learner populations. • Training compliance management and audit requirements. • Integration with existing and future business systems, including HR and identity management platforms. • Self-service access for learners, managers and administrators. • Mobile-responsive and accessible learning experiences across various devices. • The LMS must support modern single sign-on methods for internal users, and provide modern REST APIs as supported standard integration methods for our other business systems. • The LMS must be a vendor-managed SaaS solution hosted in the UK or EU. KEY FUNCTIONAL REQUIREMENTS The proposed LMS should provide: • Automated role-based learning assignment. • Compliance and certification management. • Training renewal and expiry management. • SCORM-compliant content hosting and tracking. • Learning pathways and curricula management. • Cohort/Network management to enable social learning. • Classroom and virtual event management. • Learner, manager and administrator dashboards. • Real-time reporting and analytics. • Microsoft 365 and Single Sign-On integration. • Support for external learner access and separate portals where required. • Configurable workflows, notifications and permissions. • Strong accessibility, security and data protection controls. IMPLEMENTATION REQUIREMENTS The supplier will be expected to: • Support migration from 3 existing learning management systems. • Migrate historical learner and compliance records where appropriate. • Provide implementation planning, configuration, testing and training support. • Deliver a solution with appropriate service management arrangements and defined support service levels. • Demonstrate experience of implementing LMS solutions within large, multi-site and regulated organisations. EXPECTED OUTCOME The organisation's objective is to establish a single, sustainable LMS platform that provides an improved learner experience, enhanced compliance assurance, streamlined administration and a consistent approach to learning across all regions, business functions and learner groups.
