Summary of the contracting process

Greater Manchester Combined Authority contracted for Greater Manchester Police to visually assess, process and store digitally photographed or scanned fingerprint images and associated forms. The service includes software for quality assessment and on-screen comparison of digital fingerprint images, supporting business continuity for the police fingerprint unit. It must also provide the file-processing steps needed to meet mandatory Home Office National Automated Fingerprint Identification System (NAFIS) file requirements. This is a specialist IT service covering fingerprint-image management, processing and support, delivered for Greater Manchester Police in Greater Manchester. The requirement is classified as IT services, including software development, internet and support services.

This procurement is complete and was awarded through a direct, below-threshold procedure without competition, using Greater Manchester Police’s exemption process. AGX Holdings Limited was selected as the supplier for the single service requirement. The contract was signed on 18 April 2026 and runs from 1 August 2026 to 31 July 2027. Its value is £19,785 excluding VAT, or £23,742 including VAT. The contract is active and the award remains active. The exemption approval is treated as the contract-signing date, and the stated end date may be earlier if the maximum contract value is exhausted. Greater Manchester Combined Authority is the contracting buyer.

This requirement is relevant to suppliers with proven capability in specialist forensic or biometric image software, particularly systems that allow fingerprint professionals to assess image quality, compare images on screen and manage associated forms and files. Credible competitors would need to support police operational continuity and handle mandatory Home Office NAFIS file requirements reliably. Experience integrating or supporting secure image-processing workflows, maintaining dependable software and providing responsive technical support would be important. The selected supplier is an SME, indicating that a business of this scale can meet the requirement. Suppliers positioning for comparable work with Greater Manchester Police should be able to demonstrate a focused understanding of fingerprint-unit processes, regulatory file standards and operationally critical service delivery.
