Summary of the contracting process

Cardiff and Vale University Health Board is procuring bespoke printed stationery and related printed matter for use across its clinical boards, departments, hospital sites and wards in Cardiff and the surrounding health board area. The requirement includes community nursing drug charts, ward control drug books, specimen bags, hospital register books, insulin adult prescription charts, patient risk assessment and care documentation, clinical pathway forms, laboratory and referral forms, and prescription and administration records. The appointed supplier must provide high-quality, compliant materials as unpaid stock, supporting same-day and next-day delivery to various hospital sites and wards. NHS Wales Shared Services Partnership is managing the procurement on behalf of the Health Board. This is a goods requirement for a single supplier or a suitably structured supply solution.

The procurement reached tender: the Health Board invited offers through a competitive open procedure, with electronic submissions via the eTenderWales Bravo platform. It has one lot and is evaluated on price at 60% and quality at 40%; quality covers the bidder response, including technical knowledge and experience, capability, capacity, organisational standing and financial standing. The enquiry deadline was 25 August 2026 at 16:00, and the tender submission deadline was 1 September 2026 at 14:00. The intended contract period is 1 November 2026 to 31 October 2029, with annual renewal tranches potentially extending it to 31 October 2031. The estimated value is £330,000 excluding VAT, or £396,000 including VAT. The estimated award decision date is 1 October 2026.

This opportunity suits commercial printers and managed print suppliers able to produce bespoke clinical and operational stationery accurately, consistently and to healthcare requirements. Strong candidates will have relevant technical knowledge and experience in producing forms, charts, books, bags and other controlled printed materials, together with reliable quality assurance and the organisational systems needed to maintain compliant supply. The requirement is suitable for small and medium-sized enterprises, provided they can demonstrate sufficient production and fulfilment capacity. Suppliers must be able to hold unpaid stock and support same-day and next-day delivery to multiple hospital sites and wards, so responsive logistics, stock control and dependable service continuity are important. A single supplier or a suitably structured solution must also show appropriate financial and organisational standing.

These products are utilised across multiple Clinical Boards and departments Health Board wide. Annual expenditure has reduced in recent years due to digitisation; however, there remains a consistent and essential requirement for bespoke, compliant, high-quality printed stationery. The Health Board is now seeking to establish a compliant contract via a competitive open tender to ensure value for money, resilience of supply, quality assurance, and continued service continuity. The Health Board requires a single supplier (or suitably structured solution) to provide the following. It is important to state that these items are held as unpaid stock for same and next day delivery to various hospital sites and wards:
