Summary of the contracting process

NHS England is seeking market views on a digital adoption workforce development programme for the health and care sector. The planned service covers two potential projects: redesigning and maintaining a national Change Management Toolkit, while operating a national Change Management Network; and establishing a sustainable, accredited professional development service to build digital adoption capability. This is an education and training services requirement. NHS England may procure the projects together, as two lots, or as separate opportunities. The work is intended to support workforce development and change management across health and care organisations, with delivery expected to have a national focus.

The process is at the planning stage and is currently a Request for Information, not an invitation to tender. NHS England expects a further tender notice around 1 November 2026. It expects the contract to start on 1 January 2027 and run to 1 January 2030, with a possible extension to 1 January 2032. The planned procurement is above the relevant threshold and may include renewal. Market participants were asked to return a questionnaire through the NHS e-sourcing portal by 5pm on 21 August 2026. NHS England states that procurement and any subsequent award will depend on budget approval, and that responses to this RFI will not determine future tender bids.

This will suit organisations with experience in digital adoption, workforce development, professional education, accreditation and change management within health and care. Relevant providers may be able to design and maintain national toolkits, build practitioner networks, develop structured learning and professional development offers, or deliver capability-building programmes at scale. Organisations with strong stakeholder engagement, service design, curriculum development and knowledge-sharing capabilities should monitor the future procurement. The stated requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist providers and mission-led organisations may be well placed to prepare. Potential suppliers should consider whether they can evidence accredited delivery, national coordination and sustainable service operation.

Request For Information to collect information about a project to commission the following solutions Project 1: Change Management Toolkit and Network The objective is to redesign and maintain the national Change Management Toolkit and operate a national Change Management Network. Project 2: Professional Development Service The objective is to establish a sustainable, accredited professional development offer that builds Digital Adoption capability across health and care. These may be run as one procurement, split into two lots or as two separate opportunities. One or more further tender advertisement(s) will be issued at the appropriate time as required. Your responses at this point will have no bearing on any future tender bids you may wish to submit. You will not be disadvantaged if you choose not to respond to this Request for Information (RFI), but it will be helpful to understand your views at this early stage, so you are encouraged to respond as fully as you can. 1) Please return the questionnaire as fully as you can 2) Please return the form by 17:00 21st August 2026 The commencement of procurement and award of any subsequent contract will be subject to budgetary approval.
