Summary of the contracting process

Yorkshire Purchasing Organisation is seeking suppliers for a public-sector framework covering drones and associated products and services, alongside a separate lot for drone services. The supply lot covers remotely piloted or autonomous aircraft, accessories, design and build, maintenance, technical training, software and hardware such as ground control stations, data-management systems, docking and charging equipment, and managed services. It also includes remotely operated ground and underwater vehicles. The services lot covers work such as surveillance, surveying, inspection, data collection, spraying, firefighting, mapping, transport, operator training, droneport operations, and advice on drone use. Delivery is across the United Kingdom. The framework is intended to support public bodies and other eligible public-sector organisations buying to their own requirements.

The buyer invited offers through an open procedure for a framework with two lots: drone supply and associated products and services, and drone services. The estimated value is £500 million excluding VAT (£600 million including VAT); this figure is stated for each lot and should not be added together. The framework is intended to run for four years, from 1 March 2027 to 28 February 2031, with no extension. Questions were due by 30 October 2026 at 14:00 UTC, and bids by 11 November 2026 at 14:00 UTC. The award decision was due by 15 February 2027. Evaluation for both lots weights quality, including delivery and customer service, at 45%, cost at 35%, and social value and sustainability at 20%. Suppliers pay a 2% retrospective rebate on contractual spend.

The opportunity suits drone manufacturers and suppliers, maintenance and repair providers, software and hardware businesses, managed-service operators, and specialist drone service companies. Suppliers may compete for either the equipment-and-support lot, the operational-services lot, or both. Capabilities relevant to the supply lot include designing or building aircraft, supplying accessories and ground-control or data-management systems, maintaining drones, and delivering technical training. The services lot is suited to operators able to undertake activities such as inspection, surveying, surveillance, firefighting, mapping, spraying, transport or droneport operations, as well as firms providing operational advice and support. The buyer marks both lots as suitable for SMEs and voluntary, community and social enterprises. Selection considers economic and technical criteria; quality, delivery and customer service, social value and sustainability also contribute to evaluation.

Lot Information

Supply of Drones with Associated Products and Services

This lot is for the provision of supply, maintenance, accessories and managed services. Examples of these (but not limited to) are shown below. * Any aircraft operating or designed to operate autonomously or to be piloted remotely without a pilot on board. Drones operating within Open, Specific or Certified categories and to include accessories carried by drones. * Maintenance and servicing of drones * Design and building of drones * Technical training on specific drones * Relevant software and hardware solutions, such as ground control stations and data management. * Associated hardware such as docking stations, charging solutions and other safety related solutions - including signage such as 'Drones in operation'. * Drones with a managed service * Remotely operated vehicles (ground or submersible)

Options: No extension.

Drone Services

This lot is for the provision of drone services. Examples of these (but not limited to) are shown below. * Surveillance * Surveying * Inspection and data collection * Spraying * Firefighting * Mapping and data analysis * Transportation /delivery of goods or persons * Operator training * Droneport infrastructure design / operations * Advice and support services related to drone operations * Other tasks performed by drones
