Leicester City Council is seeking providers for a housing training and learning framework, so it can commission training when required for its Housing Division. The programme is intended to help social housing staff meet the Competence and Conduct Standard, including demonstrating appropriate skills, knowledge, experience and behaviours for safe and effective services. The four service areas are accredited qualifications and apprenticeships; non-accredited housing practice and development; leadership, management and organisational development; and wellbeing, safeguarding and customer excellence. Topics include housing qualifications, tenancy management, customer service, leadership, mental health, safeguarding, domestic abuse, complaints and conflict management. Delivery is for the Council in Leicester, England.

The Council invited offers through an open competition for a framework agreement. The tender was published with four lots. The contract period is 16 November 2026 to 15 November 2029, with an option to renew for 12 months, extending the possible end date to 15 November 2030. The estimated value is £166,675 excluding VAT (£200,010 including VAT); each lot is estimated at £41,668.75 excluding VAT (£50,002.50 including VAT). The deadline for questions was 14 October 2026 at 12:00 BST, and bids were due by 26 October 2026 at 12:00 UTC. Evaluation for every lot is weighted 60% for quality and 40% for price.
