Valleys to Coast Housing Limited is developing a multi-supplier Contractors Framework for construction and associated works supporting safe, high-quality homes. The anticipated scope covers house building, regeneration, refurbishment, alterations and extensions, with project-specific responsibilities and requirements to be confirmed later. Work will be delivered in the United Kingdom for Valleys to Coast, its subsidiaries, group companies and other wholly owned or controlled entities. The proposed framework is divided by the number of units in each project: 1–5 units, 6–15 units, 16–49 units and 50 or more units. It is intended to support both smaller and larger projects, with direct awards where permitted and competitive mini-tenders for call-off contracts.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not a tender or selection process. The buyer expects to use a competitive flexible procedure under the Procurement Act 2023 and intends to publish a future notice on 31 August 2026. Suppliers are invited to register interest and provide feedback by 24 August 2026. The proposed framework would run for three years from 25 February 2027 to 25 February 2031, with an option to extend by one year. Its estimated value is £246 million excluding VAT, or £295.2 million including VAT. Suppliers are expected to bid for and be appointed to no more than two lots; up to four contractors may be appointed per lot.

The engagement will suit construction contractors able to deliver house building, regeneration, refurbishment, alterations, extensions and related works across projects of differing sizes. Valleys to Coast is particularly interested in suppliers with a local presence, relevant technical experience and the ability to deliver social value. Participation is intended to be open to small, medium and large enterprises, and the lot structure may allow smaller firms to focus on lower-volume projects while larger contractors pursue higher-volume work. Businesses should consider which project-size lots match their operational capacity and prepare to contribute practical feedback on framework design, delivery responsibilities, contract forms, pricing and call-off arrangements when the formal procurement is developed.

Valleys to Coast is undertaking preliminary market engagement to gather interest in the future procurement of a Contractors Framework. This framework is being developed to support our goal of providing safe and high-quality homes. Valleys to Coast is seeking market feedback to help shape the final framework design, although this does not constitute any selection stage at this point. The multi-supplier, multi-lot Framework will support house building, regeneration, refurbishment, alterations, extensions, and associated works with the precise scope and contract form to be confirmed through the future procurement documents. The process will be conducted in accordance with the Procurement Act 2023, using the competitive flexible procedure. The Framework will be designed to streamline delivery with a focus on local presence, technical experience, and social value. The framework is structured into four lots based on unit volume: Lot 1: 1-5 units Lot 2: 6-15 units Lot 3: 16-49 units Lot 4: 50+ units It is anticipated that Contractors may bid for a maximum of two lots and may be appointed to a maximum of two, one, or zero lots. Participation will be open to small, medium, and large enterprises. We plan to appoint up to four contractors per lot; however, this does not guarantee specific work volume or exclusivity. The call-off structure will include direct single-source awards where permitted under the framework and appropriate to the project in order to maximise collaborative working and accelerated delivery, as well as competitive mini-tenders. The precise scope, responsibilities, design stage, contract form, pricing requirements, and programme for each project will be confirmed at the call-off contract stage. The framework duration is proposed as three years, with the option to extend for an additional year.
