Summary of the contracting process

West London Waste Authority, working with Brent, Harrow, Hillingdon, Hounslow, Ealing and Richmond councils, is exploring services and innovative solutions for recycling in communal housing. The challenge is to improve the capture and separation of recyclable materials and food waste, where performance is weaker than in kerbside collections. Potential approaches may include recycling technology, infrastructure, digital platforms, data and operational improvements, resident engagement, communications, behavioural interventions or other innovations. The intended outcomes are higher recycling capture and food-waste participation, less contamination, improved resident behaviour and engagement, better operational insight, and solutions that can be scaled across West London, London and beyond. The work is classed as recycling, environmental, information technology and community services, with delivery across the United Kingdom.

This procurement is at the planning and early market-engagement stage; it is not an invitation to tender. The buyer plans a two-stage challenge. Stage 1 is an expression of interest, for which the buyer expects submissions by 22 September 2026, covering the problem addressed, proposed innovation, evidence of effectiveness where available, benefits and scalability. Stage 2 is shortlisting and an innovation pitch, estimated for 20 October 2026. Shortlisted organisations are expected to receive a detailed briefing pack, submit a fuller proposal and present to a Communal Recycling Innovation Evaluation panel. The initiative may lead to pilot projects and future implementation across West London. One planned lot is shown, with an indicative contract period from 21 December 2026 to 20 December 2027.

The buyer is interested in solutions that can improve resident participation, reduce contamination, increase food-waste capture and generate useful operational data. Approaches may be technical, infrastructural, digital, behavioural or operational, so businesses with complementary capabilities may find scope to collaborate. The planned lot is identified as suitable for SMEs and voluntary, community or social enterprises.

West London Waste Authority is seeking interested suppliers for early market engagement for Communal Recycling Innovation. Communal Recycling Innovation Challenge 2026 Can your organisation help transform recycling in communal housing? West London Waste Authority (WLWA), working in partnership with its six constituent boroughs (Brent, Harrow, Hillingdon, Hounslow, Ealing and Richmond), is seeking innovative solutions to improve the capture and segregation of recycling and food waste in communal properties. Recycling performance in communal properties consistently lags behind kerbside collections. Improving participation, reducing contamination and increasing food waste capture remains one of the sector's greatest challenges. We recognise that there is no single solution to this challenge. We are therefore inviting organisations from across the public and private sectors to bring forward fresh innovative ideas that could make a measurable difference. We welcome proposals from organisations including: * Waste and recycling companies * Technology and AI providers * Behavioural science and communications specialists * Housing and property technology providers * Universities and research organisations * Start-ups, SMEs and social enterprises The Challenge We are looking for innovative solutions that can help deliver one or more of the following outcomes: * Increase recycling capture from communal properties * Increase food waste participation * Reduce contamination of recycling * Improve resident engagement and behaviour change * Generate better operational insight through data and technology * Deliver scalable, cost-effective solutions that could be replicated across London and beyond.
