Summary of the contracting process

Orbit Group Limited is seeking a provider for group life assurance for eligible employees. The service is a corporate death-in-service benefit, providing financial protection for employees’ nominated beneficiaries while supporting Orbit Group’s administration and compliance obligations. The requirement covers life insurance services across the United Kingdom. Orbit will appoint an insurer or other suitably qualified provider that can contract directly with it and deliver the scheme. The provider will work collaboratively with Orbit’s appointed broker or adviser, EBC, on placement, administration and ongoing management. Brokers, intermediaries and agents acting only in an advisory or intermediary capacity are excluded from bidding. This is a single service requirement rather than a collection of separate work packages.

The procurement has reached tender: Orbit invited offers through an accelerated open procedure. Bidders could submit questions through the Proactis e-procurement portal until 7 October 2026 at 23:59, and tenders had to be submitted electronically through the same portal by 12 October 2026 at 10:00. The award decision was due by 19 October 2026 at 23:59. The estimated gross value is £891,000 including applicable taxes. The contract is scheduled to run from 1 January to 31 December 2027, with an extension option taking the maximum period to 31 December 2029. Any extension is subject to both parties’ agreement after reviewing or benchmarking proposed pricing for each additional 12-month period. Evaluation is weighted 70% price and 30% quality.

This opportunity suits insurers and other providers with the regulatory standing and operational capability to deliver group life assurance directly to a corporate client. Bidders must hold the appropriate regulatory permissions, authorisations or status required to provide, arrange or administer the service, including Financial Conduct Authority authorisation where applicable. Relevant recent experience delivering corporate life assurance services in the UK is required. Providers must demonstrate robust data protection, information security and confidentiality controls for employee and special-category health data, including secure transfer arrangements such as SFTP or an equivalent. They also need the technical capability to migrate existing members into a new scheme without re-underwriting and while preserving current underwriting status. The work requires collaboration with Orbit’s appointed broker or adviser.
