Summary of the contracting process

London Ambulance Service NHS Trust intends to procure financial records services and systems to support its finance operations. The scope covers accounts payable, accounts receivable, cash receipting, general ledger, catalogue management, purchasing and budgets. This is a financial systems and related services requirement, including financial transaction processing and associated consultancy services (CPV 66170000). Delivery will support the Trust’s operations in London. Suppliers offering finance platforms, implementation services, transaction-processing capability, systems integration or managed financial services may find the requirement relevant, particularly where they can cover several of the listed finance functions within one service model. The Trust is considering both the system and the services needed to operate and implement it.

This procurement is at the planning stage; the Trust has declared its intention to procure but has not issued an invitation to tender. It expects to use a single-lot process for services, with an estimated value of £1,500,000 excluding VAT (£1,800,000 including VAT). The planned contract period is 1 July 2028 to 1 July 2031, with renewal possible up to 1 July 2033. The Trust expects the next procurement notice around 1 June 2028. Before then, it is conducting a request for information to understand delivery models, solution capability, implementation considerations, commercial approaches, market appetite, and the benefits and drawbacks of changing from its current arrangements. The planned RFI response date is 1 September 2026.

The requirement is likely to suit finance software providers, enterprise resource planning specialists, financial transaction-processing firms, systems integrators and managed service providers with experience across accounts payable, accounts receivable, cash receipting, general ledger, purchasing, catalogue management and budgeting. Strong candidates will be able to explain relevant delivery models, implementation plans and commercial approaches, and show how their solution could improve on an existing finance environment. The Trust is actively seeking market insight, so suppliers able to describe implementation considerations, benefits, disbenefits and market appetite will be well placed to contribute at the planning stage. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, widening the potential role for specialist providers and delivery partners.
