Summary of the contracting process

Anglian Water Services Limited is planning a network and connectivity services procurement for its IT and operational technology environments. The scope covers underlay connectivity, including private wide area networks, internet, corporate mobile, cloud, satellite and voice connectivity. It also covers managed OT mobile connectivity, private connectivity such as private APNs, connectivity management and SIM lifecycle management. A co-managed network service is expected to provide monitoring, incident investigation, service restoration, change implementation, network and platform administration, reporting, hardware maintenance, deployment, staging, logistics, field engineering and installation. The services will support connectivity between sites, users, cloud platforms and operational environments across Anglian Water’s network estate. LAN and Wi-Fi, firewall, cloud security, contact centre services and their management are outside the scope.

This procurement is at the planning stage and records an intention to buy; it is not an invitation to tender. The buyer expects to use one lot for computer network services. The estimated value is £10 million excluding tax, or £12 million including tax. The planned contract period is 1 April 2027 to 31 March 2037. The buyer has planned one-stage market engagement. It expects questions to be submitted by 28 August 2026 and market-engagement responses by 11 September 2026. These are engagement dates rather than tender deadlines. The engagement is intended to inform the requirement before the procurement reaches the market. The procurement is above the applicable threshold, and the planned contract covers the full network and connectivity scope described by the buyer.

The work is likely to suit telecommunications, network infrastructure and managed service providers able to deliver large, resilient connectivity estates across both corporate IT and operational technology. Relevant capability includes private WAN, internet, cloud, mobile, satellite and voice services; secure multi-network cellular connectivity; private APN or equivalent services; and centralised SIM and asset management. Providers should also be able to supply co-managed operational and engineering support, including monitoring, incident response, change delivery, platform administration, maintenance, service reporting, deployment, logistics, field engineering and installation. Experience integrating supplier delivery with a retained client strategy, architecture, governance and service-management function will be relevant. Businesses with IT and OT expertise should use the market-engagement stage to shape the requirement and demonstrate these capabilities.

Underlay Connectivity Services : Underlay Connectivity Services provide the carrier-based transport and access infrastructure that underpins Anglian Water's network estate. These services enable connectivity between sites, users, cloud platforms and operational environments, supporting the reliable delivery of business and operational services across both IT and OT domains. Solutions should be capable of meeting evolving capacity, resilience and performance requirements over the term of the contract. Including but not limited to: . Private WAN Connectivity Services . Internet Connectivity Services . Corporate Mobile Connectivity Services . Cloud Connectivity Services . Satellite Connectivity Services . Voice Connectivity Services OT Mobile Connectivity Services : OT Mobile Connectivity Services provide the managed cellular connectivity required to support Anglian Water's Operational Technology estate. Services are expected to provide secure connectivity for operational assets through common private connectivity services, flexible network access arrangements and centralised management capabilities that support the full lifecycle of deployed SIMs and connected assets. Including but not limited to: . OT Mobile Connectivity Services (Multi-Network) . Private Connectivity Services (Private APN or equivalent) . Connectivity Management Services . SIM Lifecycle Management Services Co-Managed Network Services : Co-Managed Network Platform Services provide the operational, engineering and lifecycle support required to maintain, operate and evolve Anglian Water's network estate and associated network platforms. The service is intended to operate as a collaborative delivery model, combining supplier capabilities with retained internal ownership of strategy, architecture, governance and service management. The scope may include the management of network infrastructure, network platforms, cloud-delivered network services, operational tooling, deployments, maintenance activities and service delivery processes across both IT and Operational Technology environments. Including but not limited to: . Network Monitoring and Event Management . Incident Investigation and Service Restoration . Change Implementation and Operational Support . Network Infrastructure Administration . Network Platform Administration . Service Reporting and Governance Support . Hardware Maintenance and Break-Fix Services . Deployment and Onboarding [Network] Services . Network Build, Staging and Logistics Services . Field Engineering and Installation Services The following services are to be considered out of scope : .
