Summary of the contracting process

Historic Environment Scotland is buying fire engineering consultancy services for its Properties in Care and wider estate. The work will support fire engineering investment projects, including sprinkler and misting systems, as well as reactive and maintenance works. This is a professional services requirement covering advice and engineering support for both planned investment and ongoing estate needs. The service is classified as fire-prevention services. Delivery is across Historic Environment Scotland’s estate, with the buyer based in Edinburgh. The requirement may also include additional deliveries, partial replacement of supplies or installations, and extensions to existing supplies and installations where requested by the authority.

The process has reached tender: Historic Environment Scotland invited offers through an open procedure. Bids had to be submitted electronically by 14 September 2026 at 12:00, with the bid-opening time set for the same date and time. The estimated value is £520,000. The initial contract period is 24 months, with options for two further 12-month extensions, giving a maximum possible term of four years. This is a framework agreement with up to three participants. Tenders are evaluated on quality at 40% and price at 60%. Variants are not allowed, bids must be in English, and the bid validity period is 90 days.

This opportunity suits fire engineering consultancies with experience delivering fire safety investment, reactive and maintenance work across a varied property estate. Relevant capability includes designing or advising on sprinkler systems, misting systems and other fire engineering installations, together with supporting their replacement, extension and upkeep. Suppliers must identify the staff and qualifications they will use to perform the contract. Financial standing will be assessed through business credit information or, where necessary, audited accounts for the previous two full financial years. Required insurance limits are £5 million for professional indemnity, employers’ liability and public liability. The framework structure may suit firms able to provide recurring consultancy capacity over several years.
