Summary of the contracting process

The Police and Crime Commissioner for Lincolnshire procured a dedicated team to support Protecting Vulnerable People investigations. Work includes experienced supervision and review of cases, contacting victims and completing needs assessments, explaining police and criminal justice processes, building case files and working with disclosure rules and the Crown Prosecution Service. The team also takes formal victim and witness statements, reviews complex digital and other evidence for relevance and disclosure, and coordinates tasks from a local Detective Inspector. The service is intended to operate largely independently, with structured workload management and quality assurance. Delivery is in the United Kingdom. The procurement combines specialist investigation support with recruitment services to supply suitably experienced practitioners.

The procurement is complete and the contract was awarded to Red Snapper Recruitment Limited following an open procedure. One lot was evaluated on quality, including social value, weighted at 60%, and price at 40%. The tender deadline was 23 September 2026, and the award decision was due by 30 September 2026. The contract was signed on 12 October 2026 and runs from 12 October 2026 to 31 March 2027. Its value is £447,065 excluding VAT (£536,478 including VAT). One extension, from 1 April to 31 December 2027, is available subject to budget provision. Small and medium-sized enterprises were considered suitable to participate. The awarded supplier is responsible for maintaining staffing levels, delivering agreed work and providing annual equality and diversity training.

For suppliers considering comparable work for Lincolnshire’s police, this award demonstrates demand for a cohesive, self-sufficient team rather than ad hoc individual placements. Credible providers need access to practitioners with policing or criminal justice experience who can handle sensitive victim contact calmly and empathetically, build police case files, apply disclosure requirements and work with the Crown Prosecution Service. Formal MG11 statement-taking experience is needed; remote statement-taking is an advantage. Supervisory resources must bring prior PIP2 supervisory experience, and PIP2 experience is also useful for evidence review. The team must be able to examine complex digital data methodically, coordinate work against operational risk and demand, and maintain quality assurance that limits rework. Providers should be able to sustain adequate staffing, deliver assigned activities reliably and support equality and diversity training for staff.
