Summary of the contracting process

Guildford Borough Council is planning Phase 4 of Weyside Urban Village, part of the Slyfield regeneration programme in Guildford. The wider development is intended to deliver around 1,550 dwellings, a local centre with retail, healthcare, community and nursery uses, flexible community and employment space, a new council depot, roads, landscaping and amenity areas. Phase 4 comprises two planned works packages at the former Thames Water sewage treatment facilities: enabling works involving demolition, vegetation and tree clearance, topsoil stripping, archaeological investigations, ground investigations and surveys; and main infrastructure works involving contamination remediation, site levelling, drainage, utilities, roads, street lighting, connections, non-motorised-user routes and S278 junction works. Delivery is at Weyside Urban Village, Guildford, GU1 1QG.

This is at the planning stage: the Council has stated its intention to procure and has not issued an invitation to tender. It expects to agree the contracting and procurement strategy in August 2026. Enabling works procurement is expected to commence in September 2026, with a contract expected in May 2027 and site start in November 2027; the planned contract period runs from 27 November 2027 to 26 November 2028. Main infrastructure works procurement is expected to commence in March 2027, with the main works contract expected in March 2028. Ground investigation information from the enabling works is expected from June 2028 to firm up provisional sums. The works are expected to be procured as separate contracts using JCT 2024 forms with employer amendments and employer requirements. The Council plans a voluntary contractor open day on 9 September 2026; registration is expected by 1 September 2026.

The planned packages should suit contractors experienced in major regeneration and infrastructure projects, particularly those able to coordinate demolition, environmental remediation, earthworks, utilities, drainage, highways and public-realm construction. The enabling package will require capability in safely dismantling sewage-treatment assets, managing vegetation and topsoil, arranging archaeological and ground investigations, and completing supporting surveys. The main works package will suit contractors with the resources and specialist supply-chain capacity to deliver sitewide remediation, platforms, attenuation features, utility networks, road formations, lighting, junction works and non-motorised-user infrastructure. Both contracts are expected to require post-contract Principal Designer services, so suppliers should be prepared to undertake that design-management responsibility alongside construction delivery. The contractor open day offers an early opportunity to understand the project, proposed procurement approach and programme.

Planning Information

Guildford Borough Council is undertaking a programme of soft market engagement to inform the procurement strategy for the Phase 4 works at Weyside Urban Village. Interested organisations are invited to attend a Contractor Open Day to gain an overview of the project, the proposed procurement approach and programme, and the forthcoming contract opportunities for both the Enabling Works and Main Infrastructure Works packages. The event will include a project presentation, site overview and an opportunity for attendees to ask questions of the project team. The Contractor Open Day will take place on 9 September 2026 at Weyside Urban Village (Slyfield Regeneration Programme), Guildford, GU1 1QG. Organisations wishing to attend must register their interest by 1 September 2026 by emailing the Council's Procurement Team at procurement@guildford.gov.uk. Joining instructions and further event details will then be provided to registered attendees. This engagement is intended to provide the market with an early understanding of the proposed works and procurement strategy. It does not form part of any formal procurement process, and participation is entirely voluntary. Further procurement information will be issued separately following completion of the market engagement.
