Summary of the contracting process

Torbay Council is exploring suppliers to deliver a Substance Use Peer Outreach Programme across Torbay. The service will replace the current Peer Development Programme, which supports people with lived and living experience of substance use, known as peers, to take an active role in delivering harm-reduction interventions for people who use drugs. This is a health and social work service (CPV 85000000), delivered within Torbay. The programme is intended to continue the existing peer-development approach under a name that more accurately reflects its substance-use outreach purpose. The procurement concerns one service lot and is classified as a light-touch public service. The council is the buying organisation and is assessing whether the market has sufficient capability to provide the service.

This procurement is at the planning and preliminary market-engagement stage; it is an expression of interest exercise, not an invitation to tender. Torbay Council expects the future service to run for 16.5 months from 16 November 2026 to 31 March 2028, with a possible further 16.5-month extension to 15 August 2029. The council has indicated a gross estimated value of £93,383.40, including taxes, and a net value of £77,819.50. It expects to publish the next notice on 18 September 2026. Organisations expressing interest are expected to complete the Expression of Interest Response and return it through the online messaging facility by 5:00pm on 2 September 2026. The single lot is suitable for SMEs.

This will suit organisations experienced in substance-use support, harm reduction, peer-led services, community outreach or related health and social care provision. Suppliers should be able to recruit, train, support and coordinate people with lived or living experience of substance use, and enable them to contribute safely and effectively to interventions for people who use drugs. The buyer is seeking organisations with the capacity and capability to undertake a full procurement exercise and deliver the programme when it reaches the market. Experience of working with vulnerable people, building trust in communities and managing peer workers is likely to be relevant. Providers should prepare to explain their organisational capacity, service model, safeguarding arrangements, partnership approach and ability to maintain continuity from the existing programme.

Notice Title

PUB26168 - Expression of Interest - Substance Use Peer Outreach Programme

Notice Description

Torbay Council is exploring the market capability to contract with a supplier for delivery of a Substance Use Peer Outreach Programme. A Peer Development Programme is currently being delivered in Torbay, with the contract expiring with the existing provider on 16th November 2026. Going forwards, this contract will be delivered under the name of the Substance Use Peer Outreach Programme, to more accurately reflect the specification of this service. The Council is seeking to gauge the level of interest from the wider market to deliver this service going forwards for another 16.5 months, from 16th November 2026 to 31st March 2028, with the potential for an extension of 16.5 months until 15th August 2029. The Torbay Peer Development Programme has provided training and support for people with lived and living experience of substance use, also known as a 'peer', to enable them to take an active role in delivering harm reduction interventions to people who use drugs across Torbay. This Expression of Interest (EOI) opportunity is being conducted by Torbay Council's external tendering portal: Supplying The South West: ( www.supplyingthesouthwest.org.uk ), and the ProContract system which sits behind this. Any organisation expressing an interest in this EOI opportunity will be automatically taken to the next procurement stage and therefore should have the organisational capacity and capability to undertake a full procurement exercise, if required. Please refer to the Expression of Interest document on ProContract, for further details of requirements. Providers are required to first, express their interest against the opportunity on ProContract, then fully complete section B 'Expression of Interest Response,' and return the EOI document. Completed EOI forms must be returned as an attachment through the 'Messaging' facility on the ProContract e-tendering system, please, by no later 5:00pm on Wednesday 2nd September 2026.
