Cotswold District Council is planning a future procurement for transfer station and brokerage services covering dry recycling and food waste. The services will support the household recycling and food waste collection service delivered by Ubico. Participation is voluntary and will not form part of the later procurement or provide an advantage. The anticipated contract period is 4 November 2027 to 3 November 2032, a five-year term. The estimated value is £1.7 million excluding VAT, or £2.04 million including VAT. The planned requirement is currently structured as one lot. The engagement will also inform the longer-term strategy for transfer station provision.

This engagement is likely to suit waste management operators, transfer station providers, recycling and food waste specialists, brokers, and contractors able to support household waste collection services. Relevant businesses should be able to demonstrate practical capability in receiving, handling, transferring and arranging onward treatment or recycling of dry recyclable and food waste materials. Experience of operating or supplying waste transfer infrastructure, managing material flows, and working with public-sector or local-authority waste services would be useful preparation. Businesses with views on future transfer station models, service changes in Gloucestershire, local government reorganisation and developing waste policy may also be well placed to contribute. The council is seeking market feedback before defining the later procurement.

Cotswold District Council (CDC) is seeking to engage the market to inform future procurements for transfer station and brokerage services. These services support the household recycling and food waste collection service that is delivered by Ubico. This engagement is intended to test proposed approaches to an upcoming procurement together with the longer-term strategy for transfer station provision, with consideration of the level of change that is likely in Gloucestershire in the medium to long-term due to Local Government Organisation (LGR) and policy development impacting the waste sector. Participation in this engagement is voluntary and will not form part of any future procurement process or confer any advantage. CDC does not intend to issue clarifications in response to this engagement. Suppliers are therefore invited to respond based on the information provided.
