Notice Description

To support strategic workforce planning (effectively managing the workforce, focusing on having the right people, with the right skills, in the right roles, at the right time, and at the right cost) and to inform the development of a three year Learning and Development Plan (2026-2029), we need robust, organisation wide insight into current workforce skills and future capability needs. At present, we do not have a unified approach for assessing skills, which limits our ability to identify common themes or prioritise investment effectively. We are looking to procure a specialist supplier to design and deliver a Skills Gap Analysis exercise tailored to our organisational structure, job families (a group of roles that involve similar types of work, require similar skills, or follow a similar career path) and the currently used Civil Service competency framework. The exercise will: *Provide a consistent assessment of skills at individual, team and organisational levels. *Identify common capability gaps across directorates, enabling targeted planning and resource allocation. *Generate high quality evidence to shape the 2026-2029 L&D plan.

Renewal: Bidders should be aware that there is the potential for the successful bidder to be requested by JNCC to undertake additional work on this contract into the financial year 2026/27 or 2027/2028 as follows: *Possible design of skills gap analysis tool or database (fully editable and sustainable) and Manager guidance pack, including step-by-step instructions and FAQs. *Full documentation and handover package to enable internal maintenance. Please note however that the potential for additional work to be undertaken is subject to a continuing need, availability of funds and satisfactory contractor performance. For the avoidance of doubt, no guarantee can be given that you will be asked to undertake the potential additional work outlined within this Annex A document. Bidders are not asked to provide detailed project plans for these follow-on aspects at this stage.
