Summary of the contracting process

South Western Ambulance Service NHS Foundation Trust is procuring a multi-supplier framework for replacing fuel storage infrastructure across its estate. The work covers design, supply, delivery, installation, commissioning, decommissioning, removal and disposal of fuel storage systems, together with associated civil engineering, fuel management system integration, environmental protection and other ancillary works needed for compliant installations. The initial requirement is replacement of the existing fuel storage installation at Swindon Ambulance Station. Work may take place at other Trust sites under future call-off contracts. This is a works opportunity, including mechanical installation activity, and the framework is suitable for small and medium-sized businesses and voluntary, community or social enterprises.

The Trust invited offers through a below-threshold open competition under the Procurement Act 2023. It is establishing one closed framework, with up to four suppliers appointed. The enquiry deadline was 12:00 noon on 26 August 2026, and the tender submission deadline is 12:00 noon on 15 September 2026. The framework is expected to run from 1 October 2026 to 30 September 2030. Its estimated value is £1,000,000 excluding VAT, or £1,200,000 including VAT; this is an estimate and does not guarantee expenditure. Future call-offs may use direct award or further competition. Tenders will be evaluated on price at 60%, quality at 30% and social value at 10%.

This suits contractors able to deliver complete fuel storage replacement projects, from design and supply through installation, commissioning and removal of existing infrastructure. Relevant capability includes civil engineering, fuel management system integration, environmental protection and compliant fuel storage installation. Suppliers should be able to demonstrate suitable technical resources, delivery methodology, project management, mobilisation and implementation arrangements, quality assurance, regulatory compliance, health and safety management, and the ability to meet the specification. Proposals will also need to address workforce development and upskilling, carbon reduction and environmental sustainability. Framework suppliers may secure the initial Swindon works and compete for later Trust requirements, where relevant experience, technical solution, programme and mobilisation, quality, environmental considerations and social value may be assessed.

Notice Description

The South Western Ambulance Service NHS Foundation Trust (SWAST) is seeking to establish a multi-supplier closed Framework Agreement for the provision of fuel storage infrastructure replacement and associated services across the Trust estate. Up to four (4) suppliers will be appointed to the Framework for a period of four (4) years. The scope of the Framework includes, but is not limited to, the design, supply, delivery, installation, commissioning, decommissioning, removal and disposal of fuel storage infrastructure, associated civil engineering works, fuel management system integration, environmental protection measures and all ancillary works necessary to deliver compliant fuel storage installations. As part of this procurement, SWAST intends to award an initial call-off contract for the replacement of the existing fuel storage installation at Swindon Ambulance Station. Future requirements may be awarded through either direct award or further competition between appointed Framework Suppliers. No guarantee is given regarding the number, frequency or value of future call-off contracts awarded under the Framework. The estimated total value of the Framework over its four-year term is PS1,120,000 including VAT. This value is provided as an estimate only and does not constitute a guarantee of future expenditure. This procurement is being conducted as an Open Procedure in accordance with the Procurement Act 2023. The anticipated contract commencement date is 1 October 2026. Interested suppliers should review the procurement documentation available via the Trust's e-tendering portal and submit their tender response in accordance with the published procurement timetable.
