Summary of the contracting process

The Home Office procured premium mail services for its sites across the United Kingdom. The requirement covers delivery of inbound mail from customers and their representatives, provision of PO Boxes to route incoming correspondence to the appropriate teams and locations, and collection and despatch of customer-bound letters, notifications and documents. Outbound services include Special Delivery and First Class mail, depending on operational requirements, site or function needs, and customer choice or payment. The service also includes collecting letters for delivery by air mail to international customers. This is a public-sector mail delivery service, classified under CPV 64121100. The buyer is the Home Office, a central government department, and the awarded supplier is Royal Mail Group Limited.

The procurement is complete and the contract was awarded to Royal Mail Group Limited on 13 August 2026 through a direct award. The award value is £6.9 million excluding VAT, or £8.28 million including VAT. The contract period runs from 15 September 2026 to 15 September 2028, with a possible one-year extension to 15 September 2029. The buyer’s stated rationale was that the required service levels had limited competition, and that Royal Mail offered a unique combination of products, including First Class and Special Delivery, in current market conditions. The procedure was evaluated on the basis of single-supplier technical reasons. One lot was awarded, and the award is active.

This outcome indicates demand for an integrated national mail operation supporting a large public body with varied inbound and outbound requirements. Suppliers seeking comparable work would need dependable collection and delivery infrastructure, broad postal product coverage, and the ability to handle First Class, Special Delivery and international air-mail services. The requirement also favours organisations able to provide PO Boxes and route correspondence accurately to different teams and locations. Credibility would depend on operational resilience across multiple Home Office sites, consistent service levels, reliable document handling and the capacity to accommodate different delivery requirements and customer-paid services. Experience delivering regulated, high-volume or operationally sensitive mail services for public-sector or similarly distributed organisations would strengthen a competing offer.
