Summary of the contracting process

Cheltenham Borough Council procured services to manufacture, install and remove advertising banners fixed to lamp posts. The banners support organisations that have booked advertising space with the council. Delivery is in Cheltenham, using lamp posts covered by the council’s licence with Gloucestershire County Council. The current advertising estate comprises 166 available lamp posts, with a further 40 in two high-traffic areas subject to planning approval. This is a place-based advertising infrastructure service rather than general marketing or media buying: the supplier is responsible for producing the physical banners and managing their installation and removal. Businesses suited to this requirement include specialist banner manufacturers, outdoor advertising contractors and installation teams able to manage repeated work across a distributed set of lamp-post locations.

The procurement is complete and the contract was awarded to Bay Media Limited. It used a below-threshold procedure described as unknown, with one completed lot, and the award concerned advertising services. The contract was signed on 21 July 2026 and runs from 1 August 2026 to 31 July 2028, with a one-year extension option to 31 July 2029. The contract value is £125,400 excluding VAT, or £150,480 including VAT. Cheltenham Borough Council evaluated the requirement through this single-lot process and selected one supplier. The award is active and the contract is active. The arrangement therefore covers a defined two-year service period, with the council retaining an option to extend it for a further year.

This award shows that Cheltenham Borough Council buys a managed lamp-post banner service covering the full physical lifecycle of outdoor advertising campaigns. A credible competitor for a future requirement would need demonstrable experience and competence in manufacturing advertising banners, installing them safely on lamp posts, removing them after campaigns, and coordinating work across many locations. Operational capacity matters because the service supports a substantial advertising estate and may expand into additional high-traffic areas. Suppliers should also be able to work within the council’s local authority arrangements and account for planning considerations affecting banner locations. The selected supplier is an SME, indicating that a specialist smaller business can satisfy this type of public-sector requirement. Relevant capability is practical delivery of recurring outdoor banner campaigns, not simply advertising sales or creative services.
