Summary of the contracting process

Orbit Group Limited, based in Coventry, renewed the SDS software suite comprising ProVal, Sequel and LandVal. The requirement covers the associated software licences, support, maintenance and upgrades for business-critical applications used in development, land and valuation functions. The software supports assessment of new housing opportunities, management of development programmes and financial appraisal of schemes, with continuity for established business processes and historical operational data. It also supports security updates, software enhancements, programme governance and management of Orbit’s development portfolio. This is a software package and information systems requirement, delivered across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West.

The procurement is complete and was awarded directly without competition as a below-threshold purchase. One lot was awarded to Shelton Development Services Limited, an SME. The contract was signed on 12 August 2026 and runs from 12 August 2026 to 31 July 2029. Its value is £160,886 excluding VAT, or £193,063.20 including VAT. The three-year arrangement consolidates ProVal, Sequel and LandVal, with prices fixed for the term. Additional licence requests carry no licence fees, and the terms do not require migration to replacement products or allow the current products to reach end of life during the contract. Upfront payment does not lead to inflation-related price adjustments. The award was made to Shelton Development Services Limited.

This requirement is relevant to software suppliers with a proven housing, property development, land valuation or financial appraisal platform, particularly those able to support multiple integrated modules rather than a single application. Credible competitors would need to provide licensing, technical support, maintenance, upgrades, security updates and ongoing product development while preserving continuity for established workflows and substantial historical data. Experience supporting housing associations or comparable development portfolios would be valuable, as would the capacity to maintain business-critical systems without forcing migration to replacement products. The procurement also indicates demand for predictable multi-year pricing, consolidated module provision and flexible handling of additional licences. Suppliers able to combine specialist valuation and development functionality with dependable long-term support would be well placed when Orbit next reviews this requirement.
