Summary of the contracting process

Welwyn Hatfield Borough Council sought contractors to provide gas maintenance and installation services for its housing stock of approximately 9,500 properties. The work covered gas appliances and their maintenance across the borough, with each contractor responsible for all services in an allocated geographical area. Expressions of interest were due by 25 September 2026 at 12:00, and enquiries were due by 15 September 2026 at 12:00. The planned contract period was 1 April 2028 to 31 March 2038. The estimated total value was £30 million excluding VAT, or £36 million including VAT. The northern lot was valued at £18 million excluding VAT and the southern lot at £12 million excluding VAT. Quality carried 60% of the evaluation weighting and price 40%. Suppliers could bid for and be awarded a maximum of one lot.

This requirement suited established gas maintenance and installation contractors with the technical capability, workforce and operational capacity to deliver services across a large domestic housing portfolio. Relevant experience would include maintaining gas appliances and completing associated installation work for council or other social-housing properties, with the ability to manage all services within a defined geographical area. The scale required a supplier able to organise planned and responsive work across approximately half of the council’s properties, covering Welwyn Garden City, Hatfield and surrounding villages or the northern borough area. Small and medium-sized enterprises were identified as suitable suppliers. Businesses could focus their resources on one geographical lot rather than competing for both, since each supplier could bid for and receive only one lot. The procurement was cancelled.
