Summary of the contracting process

Mawnan Parish Council is procuring works for the initial phase of the Mawnan Park Recreational Play Project at Mawnan Park on Carwinion Road, Mawnan Smith, next to Mawnan Bowling Club. The site is a community recreation space reached from Carwinion Road and by footpaths from Shute Hill and Grove Hill. The work concerns playground and leisure-facility construction, including replacement of the zip wire removed after safety inspections and improvements to the existing play area. Existing equipment includes a roundabout, two swings, a trim trail and a climbing fort. This phase forms part of the Mawnan Park Masterplan but does not deliver the full plan. Later phases are intended to include further play equipment, accessible paths and seating. The council is the buying organisation.

The process has reached tender: the council invited offers through a below-threshold open competition. It is a single-lot works contract. Questions and requests for clarification had to be submitted by 30 September 2026 at 23:59:59, and tenders were due by 9 October 2026 at 16:00. The contract is scheduled to run from 1 December 2026 to 1 December 2027. Its estimated value is £100,000 excluding VAT, or £120,000 including VAT. Electronic submission is permitted. Tenders will be evaluated on design at 60%, technical quality at 30% and presentation at 10%. The procurement is identified as suitable for small and medium-sized enterprises. The tender documents include the scope of works, tender form, warranty and reference information, draft building agreement, masterplan and topographical survey.

This opportunity suits a suitably qualified contractor able to design and deliver playground improvement and leisure-facility construction works. Relevant capability includes working with play equipment such as swings, climbing apparatus, slides and merry-go-rounds, and delivering a replacement zip wire as part of a wider park improvement scheme. Suppliers should be able to prepare a strong design response, demonstrate technical competence and present their proposal clearly, because these elements together determine the evaluation outcome. The procurement is identified as suitable for small and medium-sized enterprises, so it may fit an established specialist playground contractor or a smaller construction business with the required delivery capacity. The tender requirements also include warranty and reference information, making evidence of reliable previous work important.

Notice Title

Mawnan Park Recreational Play Project

Notice Description

Mawnan Park, formerly known as Mawnan Junior Playing Field, is a community recreation space on Carwinion Road, next to Mawnan Bowling Club. The park can be reached from Carwinion Road and by footpaths from Shute Hill and Grove Hill. Its current play equipment includes a roundabout, two swings, a trim trail and a climbing fort. In January of 2026, the old zip wire was removed following safety inspections because it had reached the end of its usable life, with a replacement included in this stage. Mawnan Parish Council has been working diligently with the community to raise funds towards significant improvements at the site, with a confirmed budget to implement this initial phase. This is a significant component of the overall objective, detailed in the Mawnan Park Masterplan. The aim is to deliver the entirety of proposed plan within this document over several stages, which will be determined by achieving the required funding targets. This will be the first major investment in the playground for around 25 years and will begin the next chapter in the park's development. It will not deliver the full masterplan, so fundraising will continue for later phases, including further play equipment, accessible paths and seating. The Council is seeking a suitably qualified contractor to consider the tender documents and provide a tender response for this initial stage by the due date. Details of the requirements are set out in Appendix A. Please review all documentation and advise your interest to the Procurement Contact asap.
