Summary of the contracting process

NHS Greater Manchester Integrated Care Board intends to procure a Shared Care Record system, known as the Greater Manchester Care Record. This is a software and information-systems requirement supporting the sharing of health and social care information across Greater Manchester. The existing system serves approximately 3.2 million patients, more than 600 health and social care organisations and over 25,000 registered users across the area’s 10 boroughs. The work will be delivered across Greater Manchester for the NHS and its health and social care partners. The requirement is classified as goods, although its practical scope is a major digital platform and associated system capability. Suppliers with relevant shared-care-record, integrated-care or health and social-care information-system offerings should consider this a potential future procurement.

This procurement is at the planning stage: the buyer has stated an intention to procure but has not issued an invitation to tender. The buyer expects to use a competitive procedure for a contract running from 1 April 2028 to 31 March 2033, with a possible extension to 31 March 2035. The requirement is above the applicable procurement threshold and is divided into one lot. The buyer has planned preliminary market engagement to understand functional capabilities, development roadmaps, interoperability, commercial models and implementation requirements. Suppliers are expected to complete the market-engagement questionnaire by 18 September 2026. The buyer may then hold one-to-one engagement or issue further questionnaires to interested suppliers. No contract value or budget is stated.

The requirement is likely to suit suppliers that can provide and develop shared-care-record platforms used across complex health and social care ecosystems. Relevant strengths include interoperability with multiple clinical, social-care and organisational systems; secure information sharing at substantial scale; robust user management; and experience supporting many participating organisations across a geographically defined population. Suppliers should be ready to explain their product’s functional capabilities, planned development roadmap and approach to implementation, as these are specific areas the buyer intends to explore during engagement. Commercial models and delivery requirements will also be considered, so providers with flexible implementation, transition and support arrangements may be well placed. Small and medium-sized enterprises are identified as suitable for the requirement. This is a preparation opportunity, not a tender invitation.
