Summary of the contracting process

West Yorkshire Fire and Rescue Authority is planning a replacement multimedia storage service for West Yorkshire Fire and Rescue Service. The requirement covers dedicated storage for large media files, together with systems for indexing and retrieving multimedia content such as videos and images. The replacement is intended to address the existing storage system reaching the end of its life, while providing a cost-effective service and continued support for GDPR compliance. This is an IT service covering storage, content management, retrieval and ongoing support. Delivery will support the fire and rescue service’s operational needs across West Yorkshire, which serves more than 2.2 million people across 800 square miles and provides continuous emergency coverage.

This is a preliminary market engagement at the planning stage, not an invitation to tender. The authority is seeking expressions of interest and feedback before deciding the details of a competitive tender. It expects the tender to be issued around October or November 2026. The planned contract is for a minimum of three years, with a stated period from 18 January 2027 to 18 January 2030 and a possible extension to 18 January 2032. The estimated cost for the full contract term is between £150,000 and £175,000. The authority’s market-engagement response date is 7 September 2026. It will consider feedback on whether the proposed cost is realistic, the contract length and support availability.

The work is likely to suit IT service providers with experience designing, supplying or supporting reliable multimedia storage and content-retrieval systems. Strong candidates will need to demonstrate that they can store large video and image files securely, provide dependable indexing and retrieval, and support GDPR compliance throughout the service term. The authority is particularly interested in suppliers’ capacity to deliver and maintain the service over the full contract period, including whether support can be sustained for three years. Suppliers with relevant public-sector or emergency-service experience, or with access to suitable procurement frameworks, may be well placed to prepare. Businesses should assess their storage, information-governance, support and service-continuity capabilities before the expected tender.
