Summary of the contracting process

Coastline Housing Limited is planning to procure comprehensive drain cleansing and associated drain maintenance services across its property stock in Cornwall. The scope is expected to cover internal and external blockage clearance, including out-of-hours work; emergency response to flooding, foul-water overspill, collapsed drains and blockages affecting sole toilets; and high-pressure jetting of foul and surface-water drains, gullies, inspection chambers, pipework, channels and catchpits. It also includes combination jet-vac units to remove and transport waste such as silt and sludge, waste transfer documentation, CCTV drainage surveys with reports and video files, and identifying, recommending and completing repair and maintenance works. The requirement is for planned, reactive and emergency services delivered across the full geographical spread of Coastline’s homes.

This procurement is at the planning stage: the buyer is engaging the market and has not issued an invitation to tender. Coastline expects to use a dynamic purchasing system under the Procurement Act and associated Regulations. The planned contract period is 1 April 2027 to 31 March 2029, with renewal provisions allowing the arrangement to continue up to 31 March 2031. The estimated value is £300,000 excluding VAT, or £360,000 including VAT, for the single planned lot. The lot is identified as suitable for small and medium-sized enterprises. The buyer expects market engagement activity to be completed by 11 September 2026. Suppliers should treat this date as an indicative engagement milestone, rather than a tender submission deadline.

The work is likely to suit drainage, wastewater and property-maintenance contractors with their own appropriately trained operatives, vehicles and equipment for high-pressure jetting, jet-vac waste removal, tankering, CCTV inspection and emergency call-outs. Strong coverage across Cornwall will be important, with local presence and knowledge specifically identified as essential because properties are geographically dispersed. Suppliers should be prepared to deliver planned, reactive and emergency work, including out-of-hours responses, and to manage waste lawfully with the required transfer records. The buyer is looking for proven experience across the specified services and drainage system types, capacity to respond to flooding and other urgent incidents, and the ability to support regulatory compliance. Social value, sustainability, local economic impact, daily online reporting and Living Wage commitments will also matter.
