Summary of the contracting process

Swale Borough Council is procuring the supply and installation of replacement bus shelters across the Swale area in Kent. The works cover anti-vandal cantilever shelters with galvanised, powder-coated finishes, curved 3mm polycarbonate roofs, 3mm steel mesh glazing in the upper half and 3mm steel sheeting below. Integrated perch seating and underground fixings are required. Suppliers must include removal and disposal of existing shelters and any necessary traffic management in their prices. Quotations are required for both two-panel and three-panel shelter options because requirements may vary by site. The work is within the public highway and may also include minor works to existing shelters. The procurement is categorised as construction works, bus shelter construction and repair or maintenance services.

The process has reached tender: Swale Borough Council invited expressions of interest and quotations through a below-threshold open competition, with electronic submission permitted through the council’s e-tendering portal. Enquiries and clarification requests were due by 2 September 2026 at 12:00, and expressions of interest and the request for quotation were due by 7 September 2026 at 14:00. The contract is scheduled to run from 21 October 2026 to 6 January 2027, with a possible extension of up to three months, ending by 6 April 2027. The estimated value is £18,400 excluding VAT, or £23,000 including VAT. Award is based on the most advantageous quotation, weighted 60% price and 40% quality.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises able to manufacture, supply and install robust public-realm bus shelters. Relevant suppliers will need experience with galvanised and powder-coated steelwork, polycarbonate roofing, mesh and sheet-metal glazing, integrated seating and underground fixing systems. They should also be capable of safely removing and disposing of existing shelters, carrying out minor remedial works and providing traffic management where required. Because the shelters are located within the public highway, operatives must hold the relevant Streetworks Accreditation. The requirement suits contractors with the capacity to price and deliver different shelter configurations, manage multiple site conditions and coordinate highway works alongside installation.
