Summary of the contracting process

Coastline Housing Limited is planning to procure fire risk assessments and associated fire safety management services for its housing and corporate property portfolio in Cornwall. The scope covers assessments of communal areas, houses in multiple occupation, blocks of flats, specialised housing, access areas in mixed-use buildings, and commercial and office buildings. The appointed contractor would also provide independent fire risk management advice for new-build developments, refurbishment and alterations; manage legally required re-surveys; arrange access and complete surveys by required dates; recommend actions to control risks; and maintain a live electronic register showing outstanding actions and priorities. The work is primarily fire safety assessment and advisory services, with related maintenance and fire-protection activity. The stock includes properties in the TR and PL postcode areas and new-build homes.

This procurement is at the planning and market-engagement stage; it is not an invitation to tender. Coastline Housing expects to use a dynamic purchasing system under the Procurement Act and associated Regulations. Planned market engagement is scheduled for completion by 11 September 2026. The procurement has one planned lot, with an estimated gross value of £120,000. The planned contract period is 1 April 2027 to 31 March 2030, with renewal or extension possible until 31 March 2033. The buyer describes the lot as suitable for small and medium-sized enterprises. The assessment standard is BS 9792:2025, and the service must support the client’s duties under the Regulatory Reform (Fire Safety) Order 2005.

The work is likely to suit fire risk assessment consultancies and specialist fire safety contractors able to cover a geographically dispersed housing portfolio across Cornwall. Coastline Housing says a locally based team will be essential, so suppliers need practical local coverage, robust planning and the capacity to arrange access and complete surveys across multiple property types. Likely evidence requirements include BAFE SP205 certification or an equivalent, compliance with BS 9792, assessor-level competency supported by CVs, and continuing professional development aligned with the 2026 standard. Suppliers should prepare relevant experience and capability statements, evidence of capacity across all areas of the work, and details of other relevant accreditations. The buyer also emphasises social value, sustainability, local economic impact and reporting commitments.
