Summary of the contracting process

South Ribble Borough Council and Chorley Council are seeking a fully managed fleet solution covering contract hire, servicing, maintenance and relief vehicles. The requirement includes refuse collection vehicles, food waste collection vehicles and sweepers for environmental services; tippers, cage tippers, panel vans and other light commercial vehicles for operational support; and grounds maintenance, agricultural, plant and other specialist service vehicles and equipment. It may also cover future fleet-transition vehicles introduced through the tender documents or an approved contract change. The goods category is motor vehicles (CPV 34100000). Delivery is required for council services in the South Ribble and Chorley areas, centred on Leyland and Chorley. Suppliers must provide an end-to-end fleet service rather than vehicle supply alone.

The procurement has reached tender: the councils invited offers through an open procedure. Enquiries had to be submitted by 11 September 2026 at 5pm, and bids were due by 18 September 2026 at noon. Offers had to be submitted electronically through the Chest portal, in English. The contract is planned to run from 1 December 2026 to 31 October 2031, with the award decision due by 30 November 2026. The estimated value is £5,000,000 excluding VAT, or £7,000,000 including VAT. There is one lot. Price carries 65% of the evaluation weighting; the remaining assessment and the economic and technical selection requirements are set out in the tender documents. The opportunity is above the applicable threshold.

This opportunity suits vehicle fleet operators, contract-hire providers and specialist commercial vehicle businesses able to deliver a single managed service across a varied council fleet. Strong candidates will be able to source or provide refuse, food-waste and sweeping vehicles, commercial vans and tippers, together with grounds, agricultural, plant and specialist equipment. They will need the operational capability to manage vehicle hire, planned servicing, maintenance, repairs and relief vehicles throughout the contract, while supporting future changes to the fleet. Experience coordinating mixed municipal or commercial fleets, maintaining specialist vehicles and keeping council services supplied with replacement vehicles would be relevant. The procurement is identified as suitable for small and medium-sized enterprises, but suppliers must meet the economic and technical requirements in the tender documents.
