Summary of the contracting process

The Mayor’s Office for Policing and Crime is the contracting authority, with the Metropolitan Police Service conducting the procurement on its behalf. It intends to establish a framework of managed service providers covering professional services and academic and research services. Providers will be expected to manage their own supplier frameworks and support the buyer throughout the procurement cycle. This includes designing requirements, running mini-competitions, placing orders, managing invoicing and producing management information. The buyer is seeking market information through a Request for Information, with a possible market engagement event before selecting the route to market. The buyer expects this engagement to be completed by 7 September 2026 and expects a subsequent notice on 5 October 2026. The planned framework is expected to run from 1 January 2027 to 31 December 2029, with renewal or extension provisions allowing activity until 31 December 2031. Its estimated value is £24 million excluding VAT, or £28.8 million including VAT. One planned lot covers the full scope.

This will suit established managed service providers that can combine professional services and academic or research consultancy with strong framework-management capability. Relevant suppliers should be able to maintain and coordinate their own networks of subcontractors or specialist providers, translate public sector needs into clear requirements, and run compliant mini-competitions. Operational capacity for ordering, invoicing and management information will be important, alongside the ability to support multiple buyer requirements and coordinate delivery across the United Kingdom. Organisations with experience of public sector procurement, supplier relationship management, consultancy commissioning and research services should use the market engagement stage to demonstrate their capacity, delivery model and ability to provide end-to-end support.

This procurement is being conducted by the Metropolitan Police Service (MPS) on behalf of the Mayor's Office for Policing and Crime (MOPAC) who are the Contracting Authority as defined in Section 2 of the Procurement Act 2023. Managed Service Providers to provide a framework of suppliers in the categories of Professional Services and Academic & Research Services. The suppliers will be expected to manage their own framework of suppliers and provide the Buyer with support for the tendering process, including requirements design, running mini-competitions, ordering/invoicing and management information.
