Summary of the contracting process

Wychavon District Council is procuring construction works to refurbish and convert Belvoir House in Droitwich Spa. The project includes the building conversion, associated external works, services installations, compliance works and all related activities required to deliver the completed project in accordance with the specification and contract documents. This is a public-sector building refurbishment and construction requirement, suited to a principal contractor able to manage multiple workstreams on an existing property. The buying organisation is Wychavon District Council, based in Pershore, and the works will be delivered at Belvoir House in Droitwich Spa. The requirement is classified as construction work and is structured as one project rather than separate service or supply packages.

The procurement has reached tender: the Council invited suppliers to request participation and submit offers through a two-stage below-threshold open competition. Suppliers first complete a Procurement Specific Questionnaire, after which the Council intends to invite between three and five highest-ranked compliant candidates to the invitation-to-tender stage. Enquiries were due by 4 September 2026 at 12:00 and tender submissions by 11 September 2026 at 12:00. The contract is planned to run from 11 January 2027 to 10 September 2027. Its estimated value is £850,000 excluding VAT, or £1,020,000 including VAT. Evaluation is based on 55% price and 45% quality, covering methodology and programme, resident readiness, risk and safety, quality assurance, personnel, sustainability and social value.

This opportunity suits a suitably qualified and experienced construction contractor with the capacity to deliver a substantial refurbishment and conversion project within an existing building. Relevant capability includes coordinating external works, building services installations, compliance works and the wider activities needed for handover of a completed project. Bidders should be able to produce a credible delivery methodology and programme, address resident readiness, manage risks and constraints associated with an existing building, and demonstrate strong safety and project management arrangements. The evaluation also rewards quality assurance, workmanship and defect prevention, an appropriate key personnel and project team structure, environmental sustainability and social value. It is particularly relevant to contractors able to evidence disciplined delivery across several linked construction disciplines.
