Summary of the contracting process

The Environment Agency, through Defra Group Fleet Services, is planning a UK-wide service contract for the servicing, inspection, maintenance and repair of its commercial vehicle fleet and associated ancillary equipment. The requirement includes fleet management, vehicle-fleet support, vehicle-fleet management, and breakdown and recovery services for commercial vehicles. The intended service should be safe, legally compliant, responsive and cost-effective, while minimising vehicle downtime, supporting incident-response obligations and contributing to organisational sustainability aims. Work will be delivered across the United Kingdom. Defra is conducting the procurement process, while the Environment Agency is the stated buyer. Suppliers should be prepared to demonstrate the capacity to support a commercial fleet across the UK, provide responsive repairs and recovery, maintain legal and operational compliance, and reduce vehicle downtime. Experience of supporting operational or incident-response fleets would be relevant, particularly where vehicles must remain available for urgent deployment. The buyer is also seeking market insight into improvements, innovation and changes since its previous tender, so businesses with credible technology, process improvements, sustainability measures or cost-effective maintenance models may be well placed to contribute during engagement and prepare for the later competition.

Through this Request for Information (RFI) we wish to understand the capabilities of the market to meet our requirements and to understand the changes, improvements and innovations that have occurred in this market since our last tender exercise. This Request for Information (RFI) is a precursor to any formal procurement process and does not represent a commitment to purchase. We anticipate a Pre Market Engagement Event will be held via Team on Thursday 24th September at 2pm. Please email along with the RFI to pre book a place.
