Summary of the contracting process

Thames Water Utilities Limited is seeking a supplier for two ground-mounted solar photovoltaic installations at Little Marlow and Maidenhead. The sites have maximum capacities of 1,000kWAC and 450kWAC, and the supplier must optimise each installation for behind-the-meter use. The requirement covers solar energy installations, including engineering and design, procurement, construction, testing, commissioning and completion. It also includes Distribution Network Operator witnessing, testing and connection approval, support for Ofgem accreditation for Renewable Energy Guarantees of Origin, operation and maintenance, monthly and annual reporting, operational and emergency training, documentation, fencing and signage. Suppliers must address biodiversity net gain and visual impact requirements. One of two delivery models will be awarded: an engineering, procurement and construction contract or a power purchase agreement covering funding, ownership, operation and maintenance.

The procurement has reached tender: Thames Water invited offers through an open competitive flexible procedure. Suppliers could apply for one or both lots, with a general pre-selection questionnaire and separate lot-specific questionnaires. The deadline for enquiries was 8 September 2026 at 17:00, and the deadline to request access to and submit the pre-selection questionnaire was 15 September 2026 at 12:00. The intended award date was 30 April 2027. Each lot has a contract period from 30 April 2027 to 29 April 2042, with a maximum extent date of 29 April 2052. The published estimated value is £0. Lot 1 is EPC supply and installation; Lot 2 is a funded, designed, built, owned, operated and maintained PPA model. Evaluation is 50% technical and 50% commercial, using pass/fail and weighted questions.

This opportunity suits solar developers, EPC contractors, renewable energy investors and operators able to deliver complete ground-mounted PV projects and long-term operation and maintenance. Applicants need Achilles Verification and relevant experience planning, managing and monitoring comparable projects. They must demonstrate legal and financial capacity, technical ability, financial and economic standing, suitable security arrangements, health and safety controls, quality assurance, environmental capability, workforce and subcontractor management, innovation and O&M experience. Suppliers must be able to comply with water industry standards such as WIMES where assets are affected, manage DNO witnessing and approvals, and support Ofgem accreditation for Renewable Energy Guarantees of Origin. Lot 2 particularly suits organisations able to fund and own the installations, while Lot 1 suits firms delivering the EPC scope. The procurement states that SMEs and voluntary, community or social enterprises may participate.
