Summary of the contracting process

Thames Water Utilities Limited is procuring two ground-mounted solar photovoltaic installations at Little Marlow and Maidenhead. The sites have maximum capacities of 1,000kWAC and 450kWAC. The requirement covers either an engineering, procurement and construction (EPC) solution or a funded Power Purchase Agreement (PPA), with only one model to be awarded. The appointed supplier must finance where applicable, design, engineer, procure, construct, install, test, commission, operate and maintain the plants. The scope also includes Distribution Network Operator witnessing, testing and approval, support for Ofgem Renewable Energy Guarantees of Origin accreditation, reporting, operational and emergency training, project documentation, fencing, signage, biodiversity net gain and visual-impact requirements. Thames Water requires the installations to be optimised for behind-the-meter use and to achieve an attractive payback period and net present value.

The procurement has reached tender: Thames Water invited suppliers to respond through an open competitive flexible procedure, beginning with a pre-selection questionnaire (PSQ). Both lots have a published value of £0. Lot 1 is Supply and Installation (EPC); its structured contract period is 30 April 2027 to 29 April 2042, with a maximum extent to 29 April 2052, and an envisaged five-year initial term without extensions. Lot 2 is Fund, Design, Build, Ownership, Operation and Maintenance (PPA), with a 15-year initial term and options extending the overall term to up to 25 years. Each lot is evaluated 50% commercial and 50% technical.

Achilles Verification is a stated requirement. Where assets interact with the water industry, suppliers must comply with relevant standards such as WIMES. The work calls for capability in grid connection coordination, DNO testing and approval, Ofgem accreditation support, performance reporting, emergency procedures, operational training and project documentation. The following conditions would be considered as some of key requirements for a supplier to meet to be considered for this opportunity: * Achilles Verification * Must have relevant experience to plan, manage and monitor the project * Must be able to comply with water industry standards, such as WIMES, where asset interaction is required The scope of work includes the finance, engineering, design, procurement, construction, testing and completion, and to operate and maintain two separate solar photovoltaic (PV) plants as summarised in the non-exhaustive list below: * Full design and engineering * Procurement * Installation * Commissioning * Distribution Network Operator (DNO) witnessing, testing and approval to satisfy the terms of the connection agreement or offer * Supporting OFGEM accreditation for REGOs * Operation and maintenance * Monthly and annual reporting * Training of emergency procedures * Training of essential operational activities * Documentation * Demarcation fencing and signage * Biodiversity net gain requirements and any visual impact requirements The PV installations are at two separate sites, both being ground mounted, with a maximum capacity of 1,000kWAC and 450kWAC. The Supplier shall design and optimise the size of the PV installation for behind-the-meter and achieve an attractive payback period and NPV. The scope will be awarded be via either an EPC or PPA (Power Purchase Agreement) model, with only one to be awarded. Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 22 September 2026, at 12:00 p.m.
