Summary of the contracting process

The Regional Business Services Organisation, Procurement and Logistics Service is buying community-based early intervention health improvement services for adults under the CAWT PEACEPLUS Healthier Futures Project. The service will address unhealthy environments and factors linked to overweight and obesity through physical activity, reducing sedentary behaviour, healthy eating and behaviour change, with health literacy integrated across these areas. This is a health and social care services requirement, including community health and wellness support (CPV 85000000). Delivery is divided across areas within the Southern Health and Social Care Trust and Western Health and Social Care Trust boundaries in Northern Ireland. The requirement is split into four delivery areas: two in the Southern Trust area and two in the Western Trust area.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission in English. Bids were due by 18 September 2026 at 3pm. The estimated total value is £4,188,223.20. The contract runs from the commencement date stated in the Contract Award Letter until 28 February 2029, with optional extensions of up to 24 months in total. The buyer may also increase service volumes by up to 50%; the estimate is not a guarantee of expenditure, uptake or minimum demand. Suppliers may bid for up to four lots and may be awarded up to four. The lots cover two Southern Trust areas and two Western Trust areas. A pre-market engagement exercise was undertaken, and its outcomes are included in the tender documents.

This opportunity suits organisations experienced in delivering community-based health improvement or early intervention programmes for adults. Relevant providers will need the capability to support people to increase physical activity, reduce sedentary behaviour, improve healthy eating and achieve behaviour change. The service also suits providers able to embed health literacy across these interventions and work within local communities in the Southern and Western Health and Social Care Trust areas. Its four-area structure allows organisations to pursue one or several geographic packages, subject to the limit of four bids and four awards per supplier. Providers should be prepared to deliver a coordinated community health and wellness service at a substantial Northern Ireland-wide programme scale.
