Summary of the contracting process

Wirral Council appointed a supplier for planned, reactive and emergency asbestos removal, asbestos encapsulation and associated works in buildings it owns or has an interest in across Wirral. The work covers a varied public estate, including libraries, leisure centres, administration centres, industrial units and schools. Activities include removing asbestos-containing materials, encapsulating asbestos surfaces, removing and disposing of asbestos-contaminated debris and fly-tipping in accordance with current regulations, and providing analysts or surveyors to test areas after removal. This is a works requirement, classified under asbestos-removal work. The contracting authority is Wirral Council, based at Town Hall in Wallasey. The arrangement is a schedule-of-rates contract, supporting work ordered as planned, reactive or emergency requirements arise.

The procurement has been awarded and the contract is active. Envirocall Ltd was selected as the supplier after three electronic bids were received, all from SMEs. The contract was signed on 31 July 2026 and is valued at £719,280. Its stated period runs from 1 August 2026 to 31 July 2028, with an option to extend for a further two years in annual increments. The council used a limited award procedure without prior publication of a competition, through the YPO DPS 882 Internal Fit-out and Maintenance, Lot 10 for surveys, testing and treatments. Evaluation weighted price at 50%, quality at 40% and social value at 10%. The tender status is complete and the procurement was treated as outside the relevant directive’s scope.

This award demonstrates an established requirement for a specialist asbestos contractor able to support a council’s varied property portfolio across Wirral. A credible competitor would need practical capability in planned, reactive and emergency asbestos removal, encapsulation, handling asbestos-contaminated debris and compliant disposal, including fly-tipping where relevant. It would also need to arrange suitably capable analysts or surveyors to test areas after removal and provide evidence that work is carried out in accordance with current regulations. The schedule-of-rates model favours suppliers able to price a broad range of tasks consistently and respond to changing work orders. Experience across public buildings such as schools, libraries, leisure facilities, offices and industrial units would be directly relevant, as would the capacity to handle urgent incidents alongside planned programmes.
