Summary of the contracting process

Corserv Solutions Ltd, acting for Cornwall Housing Ltd, is procuring fire detection and alarm upgrade works across 409 domestic flats in Cornwall. The requirement is to design, supply, install, test, commission and certify upgrades from existing Grade D1 Category LD3 fire detection arrangements to Grade D1 Category LD2 systems with radio-frequency interlinking. Installations must be complete and operational in each property, retaining existing mains-powered alarm equipment where it remains suitable and compatible with the required RF interlinking. This is a works contract for domestic fire-alarm system installation. The work covers a geographically dispersed housing portfolio and includes delivery in occupied homes. The appointed providers will be responsible for understanding and managing the technical, commercial and operational requirements of the full programme.

The process has reached tender: the buyer invited offers through an open, below-threshold competition. Enquiries had to be submitted by 7 September 2026 at 14:00, and tenders by 9 September 2026 at 14:00. The contract period is 5 October 2026 to 31 March 2027. The estimated value is £200,000 excluding VAT, or £240,000 including VAT. There is one lot, and electronic submission is allowed. The tender will be assessed on a 60% commercial and 40% quality basis. The buyer intends to appoint two contractors, but may appoint one where this provides the most economically advantageous and deliverable outcome, including where only one compliant bid is received or one contractor cannot demonstrate sufficient capacity. The works will use the NEC4 Engineering and Construction Short Contract.

This opportunity suits qualified and experienced fire detection and alarm contractors able to deliver complete domestic installations, including design, supply, installation, testing, commissioning and certification. Suppliers need practical expertise in upgrading Grade D1 Category LD3 systems to Grade D1 Category LD2 RF-interlinked arrangements, while assessing whether existing mains-powered equipment can be retained safely and compatibly. Strong candidates will be able to plan and deliver work across a dispersed housing portfolio, operate effectively in occupied homes and manage the associated access, resident liaison, delivery and safety risks. The procurement may support one or two providers, so businesses with sufficient workforce, supervision, equipment and programme-management capacity to deliver the required volume should be well placed. SMEs are identified as suitable, with quality as well as price forming part of the evaluation.
