Summary of the contracting process

Nest is procuring performance marketing services to build a more mature, scalable and always-on marketing capability for Members, Employers and Connectors. The scope includes marketing strategy and business-case development, performance marketing, CRM, direct marketing and account-based marketing, supported by advertising operations, tracking, attribution and measurement. Channels include paid and organic search, email, paid social, programmatic display and video, content distribution, website optimisation and creative optimisation. Four service areas are available: performance marketing strategy; performance marketing delivery and optimisation; CRM, direct marketing and account-based marketing; and ad operations, tracking, attribution and measurement. The work will be delivered across the United Kingdom.

The process has reached tender: Nest invited offers through an open competitive flexible procedure with three stages—conditions of participation, tender evaluation and presentations. It is a closed framework for up to four participants, with contracts awarded with or without reopening competition. The enquiry deadline was 4 September 2026 at 12:00 and the tender submission deadline was 24 September 2026 at 12:00. The award decision was due by 10 November 2026. Contracts are planned from 12 January 2027 to 11 January 2031. The total estimated value is £4,100,000 excluding VAT (£4,920,000 including VAT); each of the four lots is estimated at £1,025,000 excluding VAT (£1,230,000 including VAT). Evaluation is 85% quality and 15% rate card, with quality covering strategy, delivery, measurement, experience and service model, and social value.

Strong bidders will demonstrate experience of building marketing capability from a low-maturity or transformation starting point, managing paid and organic search, social, programmatic media, content distribution, CRM-related campaigns and website optimisation. Technical capability is important for campaign and account set-up, tagging, analytics, marketing technology, advertising operations, consent and privacy compliance, attribution, reporting, governance and quality assurance. Evidence should show testing, optimisation and measurable commercial outcomes, with clear biographies for the proposed core team and effective collaboration with Nest and other agencies. Participation is suitable for SMEs and reserved for sheltered workshops.

Performance Marketing Delivery and Optimisation

The supplier will provide strategic, operational and analytical delivery support across paid search, organic search, generative search optimisation, website performance optimisation, paid social, programmatic media and content distribution.

CRM, Direct Marketing and Account-Based Marketing

The supplier will provide strategic campaign and journey planning support across direct marketing activities. The focus is on developing, testing and optimising communications and campaign approaches, not on CRM systems, data infrastructure, platform selection, email engines or technical consultancy.

Ad Operations, Tracking, Attribution and Measurement

The supplier will: * Manage tagging and tracking implementation * Support analytics configuration * Develop attribution frameworks * Provide measurement governance * Support consent and privacy compliance * Deliver cross-channel reporting architecture * Improve marketing performance visibility
