Summary of the contracting process

Slough Borough Council is procuring a care technology responder service for residents using technology-enabled care. The service will provide timely physical responses to telecare alarms, digital alarms, falls detectors, environmental sensors, connected care devices and other Council-authorised care technology. It is intended to form part of Slough’s wider care technology pathway, working alongside the Council, adult social care, the existing call-handling and monitoring provider, installation and maintenance provider, health partners, voluntary and community sector organisations, carers, families and local communities. This is a community, social and home-support service, including community health provision. The requirement is for a high-quality, safe, responsive, locally accessible and outcomes-focused operation, with delivery centred on residents and communities in Slough.

The procurement has reached tender: the Council invited offers through a below-threshold open competition. Bids must be submitted electronically through the In-tend Portal, following the Invitation to Tender instructions. Enquiries were accepted until 11 September 2026 at 12:00, and the tender submission deadline was 16 September 2026 at 12:00. The single lot has a contract period from 1 January 2027 to 1 January 2030. Tenders are evaluated on quality and price, weighted 60% for quality and 40% for price. The overall estimated value is recorded as £0 gross; the lot value is recorded as AED 0 gross. The procurement is below the applicable threshold and uses the light-touch regime.

This opportunity suits providers able to deliver a dependable physical response service for people receiving care technology support in their homes and communities. Relevant capability includes responding promptly to alerts from telecare alarms, falls detectors, environmental sensors, digital alarms and connected care devices, while maintaining safe practice and a clear focus on outcomes. Suppliers should be able to provide locally accessible coverage in Slough and coordinate effectively with a council, adult social care teams, monitoring and call-handling services, installation and maintenance providers, health partners, voluntary and community organisations, carers, families and local communities. The requirement is likely to suit an established community care, domiciliary support, home-help or technology-enabled care provider with sufficient operational resilience to provide consistent physical responses and manage partnership working.
