Summary of the contracting process

Leicestershire County Council is exploring a future service for the removal, storage and disposal of abandoned vehicles. The scope covers vehicle towing-away services and vehicle demolition services, including the associated handling and storage needed before disposal. This is a public service contract for activity connected with abandoned vehicles, rather than a purchase of vehicles or equipment. The council is seeking views from businesses that can provide the full service or relevant parts of it. The work would suit operators with practical vehicle recovery, secure storage, dismantling, recycling and disposal capabilities, including businesses able to manage the movement of vehicles from collection through to final treatment.

The procurement is at the planning stage and is currently a preliminary market-engagement exercise, not an invitation to tender. The council is using the exercise to gauge market interest, investigate delivery options, identify issues affecting the attractiveness of a future tender and refine its commercial model. The engagement exercise is scheduled for 21 September 2026. Subject to decisions following engagement, the anticipated contract period is 2 February 2027 to 1 February 2032, a five-year term. The procurement is identified as above the applicable threshold and is planned as a services procurement. Completing the engagement exercise will not result in a contract award or give a supplier an advantage in any later procurement.

This exercise is relevant to vehicle recovery and towing operators, vehicle dismantlers, authorised treatment and recycling businesses, secure vehicle storage providers, and disposal contractors. It may also suit a consortium or lead contractor able to coordinate these activities across the service chain. Businesses with experience handling abandoned, unroadworthy or end-of-life vehicles should be well placed to contribute useful evidence on collection arrangements, storage capacity, turnaround times, environmental controls and disposal routes. The council has indicated that small and medium-sized enterprises and voluntary, community or social enterprises are suitable participants. Suppliers should use the engagement stage to explain their operating model, capacity, geographic coverage and practical delivery constraints.

The purpose of this Preliminary Market Engagement (PME) is to gauge interest from the market and to investigate potential options for a contract for Removal, Storage and Disposal of Abandoned Vehicles. The responses will shape the key issues that relate to the attractiveness of the tender and refine the approach to the design of the commercial model which will underpin the contract itself. It will also inform the decision-making process that needs to be undertaken prior to any potential future procurement. This is not an invitation to bid, this is solely a request for information (RFI), and no direct business will be awarded as a result of completing this RFI. Responding to this document does not advantage or disadvantage any supplier in any future procurement process. No supplier selection or supplier preference is implied.
