Summary of the contracting process

The Police & Crime Commissioner for Sussex intends to replace its existing anti-social driving system with a modern case management solution. The requirement combines a public-facing website and reporting form with back-office case management. Members of the public should be able to report incidents, upload digital evidence and receive correspondence about progress and outcomes. Officers and staff need a CRM-style dashboard for reviewing, investigating, updating and transferring cases, with configurable fields, tagging, categorisation, workflows and case tracking through to resolution. The system should support email and correspondence management, Sussex Police branding, configurable data collection, mobile and cross-platform access, scalability and ongoing support. Suppliers may propose hosting in Sussex Police’s cloud environment or in supplier-hosted cloud infrastructure. Integration with the Police National Computer or Law Enforcement Data Service is also being explored.

This procurement is at the planning stage and is currently a request for information and preliminary market engagement, not an invitation to tender. The buyer expects organisations with relevant functionality to request and complete the RFI document, with responses expected by 16 September 2026. The intended procurement approach and procedure have not yet been settled. One planned lot covers the complete system requirement. The anticipated contract period is 1 January 2027 to 31 December 2032. Suppliers are asked to describe available options and technical approaches for integrating with the Police National Computer and/or Law Enforcement Data Service, including associated costs. The future requirement is classified as software and computer systems, covering specialist, internet, business, communications, database and operating software.

This engagement should suit software suppliers that can deliver configurable public-sector case management, customer relationship management and secure public reporting functionality. Relevant strengths include designing accessible web forms, handling digital evidence uploads, configuring workflows and case records, managing correspondence, and supporting investigation teams through case resolution. Suppliers should be able to explain hosting options across a police cloud environment or their own cloud infrastructure, together with support, scalability, device compatibility and a future-proof technical approach. Experience of connecting systems to policing data services, particularly the Police National Computer or Law Enforcement Data Service, would be relevant, as would the ability to set out integration options and costs clearly. The buyer is seeking market input now, so businesses should prepare evidence of comparable capability and technical delivery before any future competition.

The Office of the Police and Crime Commissioner for Sussex is seeking to replace its existing Anti-Social Driving System with a modern case management solution. The proposed system may be hosted either within Sussex Police's cloud environment or within a supplier-hosted cloud infrastructure. The solution should provide end-to-end case management functionality, enabling members of the public to report anti-social driving incidents through a public-facing website and supporting the investigation process through to case resolution. The system must include a public-facing reporting form that can be customised to reflect Sussex Police branding and configurable data collection requirements. The form should allow users to upload and submit digital evidence as part of their report. The back-office component should provide a CRM-style case management dashboard, enabling officers and staff to review, investigate, update, and transfer cases as required. The solution should support configurable case fields, tagging and categorisation capabilities, workflow management, and effective case tracking throughout the investigation lifecycle. Integration with email and correspondence management functionality is required to support the generation and delivery of letters and electronic communications, ensuring that members of the public can be kept informed of case progress and outcomes. The proposed solution must be modern, scalable, future-proof, fully supported, and accessible across a range of devices and platforms, including mobile devices. In addition, we would like suppliers to outline the available options, technical approach, and associated costs for integrating the solution with the Police National Computer (PNC) and/or the Law Enforcement Data Service (LEDS), enabling submitted information to be checked against relevant policing records where appropriate.
