Summary of the contracting process

Powys County Council established a Dynamic Purchasing System for domiciliary care services across Powys. The requirement covers home-based care and support, including support for people living with dementia, in town, rural and remote-rural settings. The services fall within health and social care. Delivery is across the Powys regional partnership area, with the council based in Llandrindod Wells. The arrangement is divided into three service areas: town domiciliary care, rural domiciliary care and remote-rural domiciliary care. It is intended for providers delivering care in people’s homes across these different community settings, rather than for a single facility or location.

The procurement is complete and has been awarded through a selective restricted procedure using a Dynamic Purchasing System. The DPS has an initial 10-year term, with an option to extend by a further five years subject to twice-yearly reviews. This award notice covers awards made during July 2026. The selected suppliers are Q Care Limited, Radis Community Care, Affinity Homecare Group, Saannie Medical Services Limited, People Support Ltd, Abicare Services Limited, Llewelyn Support Services Ltd, Phoenix Homecare and Support Ltd, Golden Link Care Services Limited, Back to Basics Care & Training Ltd, and Care & Grace Ltd. Fifteen bids were received, including 11 from SMEs, and all were submitted electronically. The active contract value is £11,660.85 including the recorded total, and the contract was signed on 30 September 2020.

This procurement shows recurring demand from Powys County Council for regulated domiciliary care delivered across urban, rural and remote-rural communities. A credible future competitor would need to provide home-care services, including care for people with dementia, and demonstrate the operational reach to serve dispersed locations as well as towns. Registration with Care Inspectorate Wales to provide domiciliary support services in the Powys regional partnership area is required. The awarded supplier group is entirely made up of SMEs, showing that the requirement can be delivered by smaller specialist care providers as well as larger organisations. Providers should therefore be prepared to evidence regulatory compliance, suitable care capability, local or regional coverage, and reliable electronic participation in the council’s DPS process.
