Summary of the contracting process

Powys County Council established a dynamic purchasing system for domiciliary care services across Powys, covering health and social work services (CPV 85000000). The requirement covers domiciliary support, including care for people with dementia, across town, rural and remote-rural areas of North and South Powys. Delivery is in the Powys regional partnership area. The council is the buyer and the service is intended for people receiving care in their own homes. The arrangement is divided into geographical service types covering town, rural and remote-rural domiciliary care, allowing providers to deliver care according to the characteristics of the area and the needs of service users.

The procurement is complete and has resulted in an award under a restricted procedure using a selective procurement method. The dynamic purchasing system has an initial 10-year term, with an option to extend by a further five years subject to reviews every six months. The award covers the period from July 2026 and selected nine suppliers: Abacare (Care Agency) Ltd, Affinity Homecare Group, SAANNIE Medical Services Limited, Q Care Limited, Llewelyn Support Services Ltd, Silver Assist Homecare Limited, Primrose Homecare Services Limited, Abicare Services Limited and Golden Link Care Services Limited. The recorded contract value is £7,273.12. Fifteen bids were received, all electronically, including 11 from SMEs. Care Inspectorate Wales registration is required.

This award shows demand for regulated home-care provision across Powys, including dementia support and services in urban, rural and remote-rural settings. Suppliers well placed for comparable work are established domiciliary-care agencies able to operate across the Powys regional partnership area and manage the practical demands of dispersed rural care delivery. Care Inspectorate Wales registration is essential for domiciliary support services. The successful supplier group included predominantly small and medium-sized enterprises, demonstrating that the requirement can be delivered by specialist regional providers as well as larger agencies. A credible future competitor would need suitable care staff, reliable local coverage, safeguarding and quality systems, and the capacity to complete the council’s pre-qualification requirements before receiving service opportunities through the purchasing system.
