Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, is buying endotoxin testing consumables and associated support for the Surgical Materials Testing Laboratory (SMTL). The requirement is intended to renew the current supply arrangement, maintain continuity of supply for critical testing activities, and support ongoing operational and regulatory compliance. It is primarily a goods requirement, with an associated services element, covering medical consumables. Delivery is in Wales. The opportunity will suit suppliers able to provide the specified endotoxin testing consumables together with the related support needed by a specialist NHS laboratory. The buyer is a Welsh public authority procuring on behalf of the SMTL department, so suppliers should be prepared to support laboratory operations and meet the technical requirements set out in the procurement documents.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition under the Procurement Act 2023. Enquiries had to be submitted by 10 September 2026 at 12:00, and tender responses were due by 15 September 2026 at 16:00. Suppliers must register on the eTenderWales portal and search for itt_126903 to access the documents and participate; electronic submission is allowed. The single lot is valued at £80,000 excluding VAT, or £96,000 including VAT. The contract is planned to run from 20 October 2026 to 30 October 2030, with a 12-month extension option, allowing a maximum end date of 19 October 2031. Evaluation is based on 70% commercial price and 30% technical quality.

This opportunity is suited to suppliers with an established capability in endotoxin testing consumables and the associated laboratory support required to maintain continuity of critical testing. It may be suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so participation is not limited to large corporate suppliers. Businesses should be able to demonstrate that their products and support meet the buyer’s technical requirements and can contribute to operational and regulatory compliance within the Surgical Materials Testing Laboratory. The requirement favours suppliers experienced in supporting specialist laboratory activities, managing dependable supply of medical consumables, and responding to the service expectations described in the procurement documents. The commercial price weighting is substantial, while technical quality remains important to the evaluation.
