The Council intends to directly award a contract to Turnock Ltd for the provision of festive lighting services for the 2026 and 2027 festive seasons. Following a review of the existing festive lighting infrastructure, it has been established that the lighting rigs currently in use remain suitable for continued operation and are owned by Turnock Ltd. The use of an alternative supplier would require the replacement of existing equipment and would result in technical incompatibility, disproportionate technical difficulties in operation and maintenance, and duplication of costs. Consequently, the Council considers that the contract may be awarded directly in accordance with Section 41 and Schedule 5 Paragraph 7 of the Procurement Act 2023 (single supplier for technical reasons).
