Summary of the contracting process

West Yorkshire Fire and Rescue Authority is seeking a works contractor to resurface existing tarmacadam carriageways and hardstanding at Fire Service Headquarters in Birkenshaw, West Yorkshire. The work covers the tarmac area in front of the Transport and Logistics Building, the adjacent turning circle and the tarmac area in front of Oakroyd Hall. The scope includes all preparatory works, reinstatement, disposal of arising materials and completion of surfaces fit for purpose under the specification and contract requirements. The finished areas will serve substantial operational traffic, including fire appliances, heavy goods vehicles, delivery vans and other service vehicles. This is a heavy-duty tarmac resurfacing requirement, classified as resurfacing works (CPV 45233251), delivered at the Authority’s headquarters in Birkenshaw.

The procurement has reached tender: the Authority invited offers through a below-threshold open competition. Bids may be submitted electronically, with submissions due by 30 September 2026 at 12:00. The contract is scheduled to run from 16 November 2026 to 31 March 2027. The published procurement estimate is £74,000 excluding VAT and £88,800 including VAT. The lot-level value is recorded as 74,000 AED, so bidders should verify the applicable currency in the procurement documents. There is one lot covering the resurfacing works. Offers will be evaluated on 70% price and 30% quality, with social value included within the quality assessment and carrying 10%.

This opportunity suits civil engineering, highways maintenance and specialist surfacing contractors able to deliver tarmac resurfacing at an operational emergency-service site. Suppliers should be capable of preparing existing surfaces, carrying out reinstatement, removing and disposing of arising materials, and managing the works through to a compliant finished surface. Relevant experience includes heavy-duty carriageways, turning areas and hardstanding exposed to high axle loads, frequent turning movements and regular movements by fire appliances, HGVs and delivery vehicles. Contractors will need the capacity to plan and execute the works within the scheduled contract period while maintaining the required performance and durability. The quality assessment also gives bidders an opportunity to demonstrate their delivery approach and social value commitments.
