Summary of the contracting process

The City of London is buying vocational training services for the Mayor of London-led GLA London Talent Pathways project. The programme will support London residents aged 19 and over to gain skills for priority occupations in key sectors, address skills shortages and help under-represented people overcome barriers linked to income, disability or health. Training must respond to employers’ skills needs and create supported routes into good work. The requirement is classified as youth education services (CPV 80310000). It covers further vocational training funded through the Adult Skills Fund and Free Courses for Jobs, with delivery in London. The City expects to appoint up to two tenderers to provide the services.

The process has reached tender: the buyer invited quotations through a below-threshold open competition. Enquiries must be submitted by 8 September 2026 at 11:00, and quotations by 8 September 2026 at 12:00, electronically through the Jaggaer portal. The contract is scheduled to run from 21 September 2026 to 31 March 2028, with an optional extension year ending 31 March 2029, dependent on delivery quality and performance. The published tender value is £100,000 excluding VAT and £120,000 including VAT; funding is stated as up to £80,000 per successful bidder, with potential additional funding of £20,000 for successful delivery. Evaluation is 100% technical quality and 0% commercial score, based on the most appropriate partnership in terms of price and quality.

This opportunity suits organisations that deliver vocational or further training for adults and can design provision around priority occupations and London employers’ skills needs. Suppliers should be able to support learners aged 19 and over, including people facing barriers related to income, disability or health, and demonstrate an approach to inclusion, learner progression and access to good work. Bidders must set out planned learner numbers, course durations and estimated costings, with courses lasting no more than 12 months. Delivery requires monthly quality and performance monitoring, monthly returns by the last day of each month, and robust evidence of enrolment, progression and completion to support learner payments. Providers also need capacity to agree and manage learner retention targets against their delivery plan.
